Criteria for Evaluating Learning Units According to Circular 22

This is an important content specified in Circular 22/2020/TT-BGDDT regarding the assessment and classification of Learning Units issued by the Ministry of Education and Training on August 06, 2020.

According to Article 5 of Circular 22/2020/TT-BGDDT, the criteria for evaluating Learning Units are as follows:

  1. Criteria regarding conditions for establishing Learning Units (maximum 30 points).

- The unit has a policy or plan for members to engage in regular learning (maximum 10 points);

- The unit has specific regulations to encourage members to learn (maximum 10 points);

- The unit is interested in investing resources, including finances, infrastructure, equipment, and ensuring conditions to meet the learning needs of its members (maximum 10 points).

  1. Criteria regarding the learning outcomes of members (maximum 30 points).

- 100% of the unit members have self-study and self-improvement plans annually approved by the unit leader (maximum 10 points);

- 100% of the unit members comply with labor discipline, work regulations within the unit, possess a cooperative spirit, solidarity, and exchange (maximum 5 points);

- 100% of the unit members fully complete the mandatory study and training programs as prescribed by the state (maximum 10 points);

- 100% of the unit members achieve at least the title of "Advanced Worker" (maximum 5 points).

  1. Criteria for evaluating the effectiveness and impact of establishing Learning Units (maximum 40 points).

- 100% of the unit members meet all competencies and qualities of Learned Citizens (maximum 25 points), including:

- Have a sense of legal compliance; fulfill the rights and responsibilities of citizens towards family and society;- Commit to lifelong learning for personal development;- Have a sense of organizing learning within the family, clan, community;- Lead a healthy lifestyle, respecting and harmonizing with the environment;- Know how to use foreign languages and information technology to meet job requirements;- Possess critical, creative thinking, proactivity, and problem-solving skills;- Respect and practice gender equality;- Understand, appreciate cultural diversity, and have appropriate cultural behavior.

- The unit achieves at least the title of "Advanced Labor Collective" (maximum 10 points);

- Contribute to creating an environment for knowledge sharing with other units (maximum 5 points).
