Recently, Circular 19/2019/TT-BCT was issued by the Ministry of Industry and Trade, stipulating the application of special safeguard measures to implement the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (abbreviated as CPTPP).
The implementation of transitional safeguard measures to enforce the Comprehensive and Progressive Agreement for Trans-Pacific Partnership is based on 06 principles stipulated in Article 5 of Circular 19/2019/TT-BCT as follows:

- Transitional safeguard measures shall not be applied simultaneously to the same goods, at the same time, with any of the following measures:- Safeguard measures for imports of foreign goods into Vietnam as stipulated in the Law on Foreign Trade Management;- Emergency measures for textile products as stipulated in this Circular.
- Transitional safeguard measures shall not exceed the transitional period.- Transitional safeguard measures shall not be applied more than once to the same goods.- Transitional safeguard measures shall not be applied to imported goods under the tariff quota as committed in the Agreement.- Transitional safeguard measures shall not be applied through the implementation of tariff quotas or import quotas.- The investigation and application of transitional safeguard measures must comply with the Law on Foreign Trade Management, Decree 10/2018/ND-CP, and the provisions outlined in Article 6, Article 7, and Article 8 of this Circular.
