1. Entities Eligible for Funds Allocation for Special-Use Forest Protection from July 15, 2024

Entities eligible for receiving funds for special-use forest protection from July 15, 2024 include:

(i) Special-use Forest Management Boards;

(ii) Protection Forest Management Boards;

(iii) Community groups;

(iv) Other entities as stipulated in Clauses 2, 3, 4 Article 8 of the 2017 Law on Forestry.

2. Content of Funds Allocation for Special-Use Forest Protection from July 15, 2024

Specifically, Clause 3 Article 5 of Decree 58/2024/ND-CP stipulates the content of funds allocation for special-use forest protection from July 15, 2024 as follows:

- Entities specified in (i) shall carry out the following activities:

+ Contract forest protection for local households, individuals, and community groups as stipulated in Article 19 of Decree 58/2024/ND-CP;

+ Pay wages for specialized forest protection forces who do not receive salaries from the state budget; hire labor for forest protection;

+ Purchase, repair equipment for forest protection and support tools, personal protective equipment for forest protection forces;

+ Support forces in forest inspection, patrols, checks, and monitoring forest protection; provide professional training for specialized forest protection forces; organize forest protection, fire prevention, and fighting agreements and commitments; provide training to raise community awareness about forest protection; conduct legal education campaigns in community groups;

+ Expenditure on formulating forest fire prevention and fighting plans; fire drills; overtime duty for forest fire prevention and fighting during dry season months, and expenditures for conferences serving forest protection tasks;

+ Support travel expenses, guidance, inspections, monitoring, and meetings with community groups to implement the activities stipulated in Article 8 of this Decree;

+ Carry out other forest protection activities as prescribed by the forestry law.

- Entities specified in (ii) shall undertake forest protection contracts for local households, individuals, and community groups as stipulated in Article 19 of Decree 58/2024/ND-CP and spend on the following activities:

+ Hire labor for forest protection; pay the specialized forest protection forces who do not receive salaries from the state budget;

+ Purchase, repair equipment for forest protection and support tools, personal protective equipment for forest protection forces;

+ Support forces in forest inspection, patrols, checks, and monitoring forest protection; provide professional training for specialized forest protection forces; organize forest protection, fire prevention, and fighting agreements and commitments; provide training to raise community awareness about forest protection; conduct legal education campaigns in community groups;

+ Expenditure on formulating forest fire prevention and fighting plans; fire drills; overtime duty for forest fire prevention and fighting during dry season months, and expenditures for conferences serving forest protection tasks;

+ Carry out other forest protection activities as prescribed by the forestry law.

- Entities specified in (iii) shall undertake forest protection activities as determined by the forest owner in accordance with the forestry law.

- Entities specified in (iv): State enterprises shall undertake forest protection contracts for local households, individuals, and community groups as stipulated in Article 19 of Decree 58/2024/ND-CP and other forest protection activities determined by the forest owner in accordance with the forestry law. Other organizations shall carry out forest management and protection tasks according to sustainable forest management plans as determined by the forest owner in accordance with the forestry law.

- Based on the annually allocated state budget, entities specified in section 1 shall give priority to implementing forest protection expenditure content for areas at high risk of forest resource infringement; forests with high biodiversity values that need protection.
