Recently, the Ministry of Education and Training promulgated Circular 24/2014/TT-BGDDT Issuing the Khmer language program for primary and lower secondary education, which stipulates the content of the Khmer language program for the third year of primary and lower secondary education as follows:

Knowledge:
1. Phonetics, writing
- Consonant and vowel notation chart; some punctuation marks;
- Natural numbers in the hundreds from 101-1000.
2. Vocabulary, grammar
- Expand vocabulary (including idioms, proverbs) about oneself, family, school, nature, homeland, national culture;
- Structure of some basic simple sentences.
3. Writing practice
Create simple paragraphs based on hint questions; distinguish prose, verse; identify characters in stories.
Skills:
1. Listening
- Understand the content of dialogue, exchange opinions in class sessions, and during class activities;
- Understand simple stories told by teachers, short news on radio and television in Khmer;
- Listen and differentiate sounds, words in dictation writing.
2. Speaking
- Speak appropriately to the communication context (forms of address, elliptical sentences and full sentences, etc.);
- Formulate and answer questions in study and communication;
- Relate the main content of short news pieces;
- Recite parts of stories heard or read. Initially comment on characters, images, details in the story;
- Introduce activities of the group, class.
3. Reading
- Read styled text;
- Read fluently short paragraphs and articles;
- Read natural numbers in the hundreds from 101-1,000;
- Understand the meaning of words, sentences, and the content of paragraphs, articles (extract information, explain information, summarize short paragraphs, articles);
- Read the table of contents, schedule, announcements, rules, etc., to serve personal activities and study;
- Memorize the consonant and vowel notation chart; memorize poems, short paragraphs.
4. Writing
- Write styled text;
- Write numbers in the hundreds from 101-1,000;
- Write dictation from listening to small-sized text paragraphs, poems or short articles;
- Formulate simple sentences according to structures;
- Write simple paragraphs (narrating events, telling stories, describing) with hints from questions or drawings.
