On December 17, 2024, Vietnam Social Security issued Official Dispatch 4736/BHXH-TT regarding specialized communication on the Social Insurance Law of 2024.
Vietnam Social Security requests that all units under Vietnam Social Security, social insurance in provinces and centrally-affiliated cities (hereinafter referred to as units) carry out specialized communication on the Social Insurance Law of 2024. To be specific:
(1) Communication Content
- Perspectives and objectives of issuing the Social Insurance Law of 2024; affirming one of the goals when developing the Social Insurance Law of 2024 is to inherit and increase the legal rights and benefits of participants of social insurance; facilitate all workers to participate and enjoy social insurance policies. Complete regulations on state management and implement a professional, modern, effective, public, and transparent organization system.
- Basic new content of the Social Insurance Law of 2024 regarding the subjects of participation, rights, benefits, responsibilities of participants, agencies, organizations, and enterprises; regulations on handling delays and evasion in contributing to social insurance; humanitarian and superior nature of the Social Insurance Law of 2024, specifically:
+ New points related to employees and employers
+ New points related to the roles and responsibilities of People's Committees at all levels.
- New points related to the rights and responsibilities of social insurance agencies.
- New regulations related to the procedures for participating and receiving social insurance policies.
- Increased rights and benefits of new policies of the Social Insurance Law of 2024 through real-life characters in localities who are beneficiaries. Joy and emotions of: Voluntary social insurance participants upon receiving maternity policies; those receiving pensions when participating in social insurance for 15 years or more; those receiving social retirement support, monthly allowances for workers not eligible for pensions and not yet old enough for social retirement support... Evaluation by beneficiaries on how the social insurance agency has promptly resolved and paid social insurance policies.
(2) Communication Methods
Closely adhere to the spirit of Directive 07/CT-TTg dated March 21, 2023, by the Prime Minister of the Government of Vietnam on strengthening policy communication, based on the guidelines in the annual communication work plan of Vietnam Social Security, and the annual communication work plan and scenario of each unit, actively deploy diverse, flexible social insurance policy communication activities suitable for each communication audience; ensure savings, effectiveness, and prevention of waste according to the spirit of Directive 27-CT/TW dated December 25, 2023, by the Politburo on strengthening the Communist Party's leadership in practicing thrift and preventing waste (Directive No. 27-CT/TW), directive on “Anti-Waste” by General Secretary To Lam, and Directive No. 150-CT/BCSD dated November 12, 2024, by the Standing Committee Communist Party Vietnam Social Security on enhancing the practice of thrift and preventing waste in the Vietnam Social Security sector (Directive No. 150-CT/BCSD). Specifically, focus on the following methods:
* Communication through Mass Media
- Cooperate to implement news lines, articles, talks, skits, Infographics, etc., on the communication content in section 1 of this Official Dispatch, published on communication channels of central and local news agencies; prioritize appropriate products for communication on social media and via mobile applications.
- Provide and guide communication information on Social Insurance Law of 2024 to speakers at all levels and news agencies through monthly reporter conferences, through the news system, written articles in the publications of the Propaganda Department.
- Enhance broadcasting of newsletters, special editions, and skits on Social Insurance Law of 2024 on grassroots loudspeaker systems and mobile communication programs.
* Communication on the Sector's Media, Internet, and Social Networks
- Increase the number and frequency of posting and sharing documents, in-depth articles, interviews, dialogue programs, clips, Infographics, etc., on: the Vietnam Social Security Portal and provincial social insurance Portals; Portals of provincial departments and authorities, local socio-political organizations; social media channels of Vietnam Social Security and provincial social insurance.
- Organize online conferences (livestreams), contests to explore policies, social insurance laws in the Internet environment.
- Maintain providing information on section 1 of this Official Dispatch in the News section on the VssID - Digital Social Insurance application.
- Integrate communication via the support Call Center system and customer care activities of the Sector.
* Direct Communication Through Communication Conferences, Consultations, Dialogues, Booths
- Organize communication conferences, consultation conferences, policy dialogue conferences, etc.
- Collaborate with provincial departments and authorities, socio-political organizations to actively deploy effective, suitable communication activities; especially with directly related units like: Department of Labor - Invalids & Social Affairs, Labor Union, Management Board of Industrial Parks - Export Processing Zones.
- Direct communication at: “One-Stop” departments of provincial/district social insurance agencies; Public Administrative Centers of People's Committees in provinces and cities; Employment Service Centers of the province.
- Integrate communication into meetings of associations, organizations; branch meetings, neighborhood meetings, briefing meetings; cultural activities according to the customs, practices of each locality.
- Organize advisory booths, social security booths.
* Communication Through Media Products
- Edit, update, design and produce media products such as leaflets, brochures, Infographics, motion graphics, radio/TV skits, etc., on the contents outlined in section 1 of this Official Dispatch (ensure the inclusion of both mandatory and voluntary social insurance communication products); prioritize the use of online communication products, communication via QR code, on mobile applications, and social media platforms.
- Develop communication materials, post publicly at community bulletin boards, screens in residential areas, integrate into other types of grassroots cultural communication information (if appropriate).
