On December 29, 2023, the Minister of Health issued Decision 4747/QD-BYT on the content of the inspection and assessment of hospital quality and the survey of patient and medical staff satisfaction in 2023.
1. Content of the inspection and assessment of hospital quality and the survey of patient and medical staff satisfaction for 2023 in Vietnam
Issued together with Decision 4747/QD-BYT in 2023 are the contents of the inspection and assessment of hospital quality and the survey of patient and medical staff satisfaction in 2023 which include:
* Content 1: the information and data on hospital operations for 12 months (expertise, finance, human resources, organization, technical list, practitioner list, equipment list, 12-month drug use, ICD-10 disease model report), the quality assessment results according to the Vietnam Hospital Quality Criteria Set.
Apply according to the annual form and enter the hospital quality assessment and management software at www.qlbv.vn/ktbv (All currently operating hospitals carry out self-reporting; units that do not have an account should send a registered email to qlbv.vn@gmail.com).
* Content 2: Assessing hospital quality
- Evaluation tool: applied according to the Vietnam Hospital Quality Criteria Set (version 2.0 issued together with Decision 6858/QD-BYT dated November 18, 2016 of the Minister of Health) and guiding documents on hospital quality assessment.
- Adjusting information in the Vietnam Hospital Quality Criteria Set:
+ Criterion C8.2, Subsections 19 and 22: replace the phrase "meets ISO 15189 standard (equivalent or higher)" with the phrase "achieved level 4 or higher according to Decision 2429/QD-BYT dated June 12, 2017 promulgating criteria for evaluating the quality of medical laboratories";
+ Criterion D2.3, Level 3: additional requirements: "Reached level 3 or higher according to the set of quality criteria for assessing surgical safety level attached to Decision 7482/QD-BYT dated December 18, 2018 of the Minister of Health".
+ If the documents used as a legal basis in the Hospital Quality Criteria Set expire, they will be based on new documents issued to replace them. The content of subsections continues to be implemented according to version 2.0.
* Content 3: Survey of patient and medical staff satisfaction
- Apply according to survey forms and documents guiding satisfaction survey methods (issued together with Decision 3869/QD-BYT dated August 28, 2019 of the Minister of Health).
- Conduct a satisfaction survey of inpatients, outpatients, mothers (each group of 30 people) and all medical staff (anonymous), and enter votes on the online software https://chatluongbenhvien.vn.
* Content 4: Check readiness for emergency work and active resuscitation of patients,
* Content 5: Check the situation of applying IT in administrative reform and improving the quality of medical examination and treatment
* Content 6: Check the response to a number of documents serving management work (according to detailed instructions of the Department of Medical Examination and Treatment Administration).
Units enter test results and general assessments on online software (https://chatluongbenhvien.vn). Newly established hospitals that do not have an account or have forgotten their password should follow the instructions in the "Questions and Answers" section of the online software.
- Hospitals self-inspect and evaluate according to the content specified in Article 1 of Decision 4747/QD-BYT: to be completed in January 2024. The data is calculated from January 1, 2023, to December 31, 2023.
- The management agency inspects and evaluates affiliated hospitals after the hospital completes self-inspection and evaluation, carried out from the first quarter of 2024 to the second quarter of 2024 (focus on carefully inspecting hospitals with abnormal results or not implementing the instructions of management agencies).
