Content of Monitoring and Evaluating Projects in the Form of Public-Private Partnerships

According to new regulations, depending on whether the supervising and evaluating authority is the contract-signing agency or the Department of Planning and Investment, there will be different supervision and evaluation contents and specifics as follows:

- For the contract-signing agency:

- Preparation of Project Proposal Report, Project Feasibility Study Report;- Status of appraisal and approval of the project proposal, Project Feasibility Study Report;- Difficulties, obstacles, and issues arising during the preparation of the Project Proposal Report, Project Feasibility Study Report, and their resolution within the authority;- Selection of investors; negotiation, signing of project contracts, and investment registration;- Status of project contract implementation;- In addition to the aforementioned contents, implementing according to the provisions in Articles 13 and 14 of Circular 59;- Evaluation of projects in the form of public-private partnerships is carried out according to Article 32 of [Decree 84/2015/ND-CP](https://lawnet.vn/vb/nghi-dinh-84-2015-nd-cp-ve-giam-sat-va-danh-gia-dau-tu-47534.html).

- For the Department of Planning and Investment

- Monitoring and inspection of the selection of investors, project contract signing, and investment registration;- Monitoring and inspection of the project contract implementation status;- In addition to the aforementioned contents, implementing according to the provisions in Articles 21, 22, 23, and 24 of Circular 59.
