Circular 151/2018/TT-BQP was issued by the Ministry of National Defense on October 12, 2018, specifying detailed contents regarding the organization of the emulation movement in the Vietnam People's Army.
The content of organizing emulation movements in the Vietnam People's Army is stipulated in Circular 151, which includes the following activities:
- Developing a plan:
- The plan's contents include: Purpose, requirements, theme, goals, scope, subjects, duration of the emulation; contents, targets, methods of organizing implementation.- The plan for organizing the emulation movement is prepared by the organizing agency or unit.
- Organizing the emulation movement launch should be appropriate to the characteristics, nature of tasks, scope, and participating subjects of each agency or unit. It can be a standalone launch ceremony or combined with other activities of the agency or unit.
The program for the emulation movement launch ceremony is stipulated in Circular 151 to include:
- Salute the flag;- Statement of reasons, introduction of delegates;- Report on the results of the previous emulation movement (period), launch the new emulation movement (period); award recognitions (if any);- Speech by the superior leader (if any); response by the leadership and commanders of the unit;- Representative of the agency or unit signs the emulation pledge;- Sign the emulation agreement;- March review (when launching the emulation outdoors);- Closing ceremony.
- Implementing the emulation organizational measures
According to Circular 151, the implementation of emulation organizational measures includes the following activities:
- Organize the dissemination and motivate collectives and individuals to actively participate in the emulation and register for emulation;- Inspect, monitor the process of organizing the emulation, promptly detect and adjust content that is not suitable to the unit’s practice;- Discover, foster, propagate, and widely promote exemplary models in the emulation movement.
- Finally, the review and summary of the emulation: At the end of each emulation movement or period, it is necessary to organize a review, summarize, and evaluate the results of the emulation, select outstanding and exemplary collectives and individuals in the emulation movement for commendation, reward, or to recommend rewards to competent authorities. For long-term emulations, a mid-term review may be organized to draw experience.
