Accordingly, the content and expenditure levels for organizing longevity celebrations for the elderly are prescribed by Circular 96 as follows:

The People's Committee of communes, wards, and commune-level towns is responsible for cooperating with the local Elderly Association and the families of the elderly to organize longevity celebrations to ensure they are solemn, economical, and suitable to the cultural lifestyle, customs, and traditions of the locality; and to guarantee the funding for the following activities:

- Printing or purchasing "Longevity Certificates", "Longevity Celebration Cards", framing "Longevity Certificates", and "Longevity Celebration Cards";- Expenses for beverages, fruits, and confectionery. The expense level is 20,000 VND/person attending;- Expenses for renting halls, backdrops, canopies, tables, chairs, audio equipment, and other necessary expenses (if any). The expense level is based on actual costs incurred, in line with the budget allocated by the competent authority.
