Circular 06/2017/TT-NHNN was issued by the State Bank of Vietnam on July 05, 2017, stipulating specific conditions for becoming a member of a people's credit fund.
Accordingly, Circular 06 stipulates the conditions for individuals to become members of a people's credit fund as follows:
- Vietnamese citizens who are 18 years old or older, possess full civil capacity, and have permanent residence registered in the operating area of the people's credit fund;- Officials and public employees working at organizations and agencies with headquarters located in the operating area of the people's credit fund. Members of the people's credit fund who are officials and public employees are not allowed to hold the positions of Chairman and member of the Board of Directors; Head and member of the Supervisory Board; Director, Deputy Director; Chief Accountant, and other professional titles except in cases where the people's credit fund undergoes restructuring, encounters events affecting the safety of operations, or is placed under special control;- Not belonging to any of the following categories:
- Individuals under criminal investigation, serving criminal sentences, or court decisions; persons convicted of serious crimes or more who have not yet had their criminal records expunged;
- Officials and public employees working in sectors or professions related to state secrets as stipulated by law;
- Officers, non-commissioned officers, and professional soldiers in the units of the people's armed forces;
- Other conditions as prescribed by the Charter of the people's credit fund.
