Circular 02/2023/TT-BGDDT amending the Regulation on national level examination for excellent students together with Circular 56/2011/TT-BGDDT as amended by Circular 41/2012/TT-BGDDT and Circular 37/2013/TT-BGDDT

Thus, the subjects of the national examination for the selection of excellent students are specified as follows:

1. Subjects of the national selection exam for excellent students in Vietnam

Pursuant to Article 4 of Circular 56/2011/TT-BGDDT as amended by Circular 02/2023/TT-BGDDT, the subjects and conditions for taking the exam are as follows:

- National competition for excellent students:

+ Each Department of Education and Training, a boarding general school for ethnic minorities under the Ministry of Education and Training and each university, academy, and university with a specialized upper secondary school are registered as a contestant;

+ The candidate which is a student studying at the high school level, with a rating of behavior (or training) and academic performance (or learning) of good or higher according to the final results (or school year) adjacent to the exam and selected to the team of the contestant;

(Circular 56/2011/TT-BGDDT, stipulating that Candidates who are studying at the high school level, with a class of conduct and academic ability of good or higher according to the results at the end of the semester (or school year) adjacent to the exam and selected for the team of the contestant)

Each candidate is only allowed to participate in one exam.

- Olympic team selection exam: candidates are high school students and fall into one of the following categories:

+ Be selected by the Ministry of Education and Training among students who have won prizes in the national examination for excellent students in the same year according to the principle of selection from high to low according to test scores; ensure that the number of students selected for each subject does not exceed 8 times the number of students who need to be selected for the national team to participate in the international Olympic competition in that subject;

+ Not participate in the national competition for excellent students in the same year, but participated in training to prepare for the regional and international Olympic competition in the previous year

2. Number of eligible candidates national excellent students in Vietnam

In Article 16 of Circular 02/2023/TT-BGDDT, the number of candidates is as follows:

National exam for excellent students:

- The team of each contest subject of each contestant unit (except for the Hanoi contestant) has a maximum of 06 candidates;

The team which has the maximum number of contestants and 80% or more of the contestants won prizes in two (02) consecutive national competitions for excellent students is considered by the Ministry of Education and Training to increase to a maximum of 10 candidates.

Compared with Circular 56/2011/TT-BGDDT, the time when 80% of the candidates or more won prizes in two (02) consecutive national excellent student selection exams is right before the year the exam is held)

Each exam subject's team in the Hanoi competition unit has a maximum of 12 candidates; the team with the most contestants and 80% or more of the contestants winning prizes in two (2) consecutive national competitions for excellent students is considered by the Ministry of Education and Training to have a maximum of 20 candidates.

- Olympic team selection contest:

The number of candidates participating in each subject must not exceed 07 times the number of candidates who need to be selected for the national team to participate in the international Olympic competition in that subject.

2. Schedule and location of the national excellent student selection exam in Vietnam

2.1. National exam schedule for excellent students

Article 8 of Circular 56/2011/TT-BGDDT stipulates the exam schedule as follows:

- The exam schedule is fixed by the Ministry of Education and Training in the school year time plan.

- The schedule for the preparatory exam is announced by the Ministry of Education and Training immediately after the decision to take the preparatory exam.

2.2. Location of the national selection exam for excellent students

In Article 9 of Circular 56/2011/TT-BGDDT stipulating the exam venue as follows:

- National examination to select outstanding students: held at the contesting unit.

- The contest to select the Olympic team: held in Hanoi city.
