Conditions for Determining Recipients of Housing Support for Storm and Flood Prevention

On October 23, 2014, the Ministry of Construction issued Circular 16/2014/TT-BXD guiding the implementation of Decision 48/2014/QD-TTg on the policy of supporting poor households in constructing housing to mitigate storms and floods in the Central region.

Circular 16/2014/TT-BXD stipulates that those eligible for housing support for storm and flood prevention as specified in Decision 48/2014/QD-TTg must meet the following conditions:

  1. The household must be poor according to the national poverty standards (local poverty standards do not apply), must be listed in the list of poor households managed by the commune-level People's Committee, and must be an independent household that has been separated for a minimum of 2 years by the time Decision 48/2014/QD-TTg takes effect.

  2. The household must either not have a permanent house or must have a permanent house but without a floor elevated above the regular flood level in the area. The minimum flood level is regulated at 1.5 meters and is measured from the floor of the house to the highest flood level at the construction site. An area with a regular flood level is defined as a place with floods occurring at least 2 consecutive years or 3 non-consecutive years in the past 5 years. The flood level and areas with regular flooding shall be determined by the specialized agencies delegated by the provincial-level People’s Committee.

  3. In cases where households defined in section 1 have already received housing support through other State, local, or organizational programs, but do not have a flood-proof floor, they are still eligible for support, except for those receiving housing support related to revolutionary contributors.

Note: Households residing in storm-affected areas but not subject to flooding—where the household either lacks a permanent house or has a permanent house without a floor elevated above the regular flood level—are not eligible for support according to Decision 48/2014/QD-TTg.
