Recently, the Minister of Finance signed Circular 76/2013/TT-BTC providing guidance on the establishment, duties, powers, and operational mechanisms of the Lottery Supervision Council.
Article 3 of Circular 76/2013/TT-BTC regulates the composition of the Lottery Supervision Council of the Construction Lottery Company, owned by the People's Committees of provinces and centrally managed cities, as follows:

- Chairman of the Lottery Supervision Council: a representative of the People's Committee of the province or centrally managed city (hereinafter referred to as the provincial People's Committee);- Vice Chairman of the Lottery Supervision Council: a representative of the Department of Finance;- Secretary of the Lottery Supervision Council: a representative of the Management of the Construction Lottery Company;- Members of the Lottery Supervision Council: representatives from agencies like: Police, State Inspectorate, Department of Justice of the province or centrally managed city.
The provincial People's Committee may invite a representative from the Standing Committee of the Vietnam Fatherland Front Committee of the province or centrally managed city to join the Lottery Supervision Council as a member.
The Lottery Supervision Council is established by decision of the provincial People's Committee upon the proposal of the Department of Finance. Depending on the scale of lottery business activities and actual conditions in each province or city, the provincial People's Committee decides the number of members of the Lottery Supervision Council ensuring a streamlined and effective structure.
Note, members of the Lottery Supervision Council must not have any personal relations, including: spouse, father, foster father, mother, foster mother, child, foster child, sibling, foster sibling.
When there are changes in the members of the Lottery Supervision Council, the Department of Finance is responsible for submitting personnel changes for decision by the provincial People's Committee. The cases of personnel changes include:
- Transfer to another position;- Disciplinary violations at the workplace;- Disciplinary violations during the performance of duties of the Lottery Supervision Council;- Resignation, termination according to applicable policies;- Other necessary cases as decided by the provincial People's Committee.
