On May 25, 2023, the Prime Minister issued Decision 583/QD-TTg approving the Strategy to develop Vietnam's rice export market to 2030.

Specifically, to develop Vietnam's rice export market, taking the needs and tastes of the market into account when orienting production, export, the Prime Minister requested to complete the development of standards for rice production, processing, and export in terms of product quality and environment in accordance with international integration commitments;

At the same time, there is a mechanism to encourage and create favorable conditions for research, selection, and crossbreeding of high-yield and high-quality rice varieties in line with market requirements;

In addition, focus on developing rice varieties for high quality page rice products, fragrant rice, round grain rice, sticky rice, and some regional specialty rice varieties; It is recommended to maintain at a reasonable level the cultivation area of medium and low quality rice varieties in line with market demand.

In addition, ministries, branches, localities, associations, and rice export traders need to synchronously deploy the following groups of specific solutions in perfecting relevant institutions:

- Promoting research and development of rice varieties, increasing the rate of deep processing of rice products, and effectively using the export rice brand and the Vietnam rice brand.

- Building and perfecting institutions and policies to create favorable conditions and an environment for farmers and traders to participate in the development of highly efficient rice value chains; deeply involved in the global scraping value chain, applying science and technology.

- Completing mechanisms and policies to improve the efficiency of rice production and export supply chains, including synchronous policies to develop logistics services in the Mekong Delta region.

- Having supportive policies to further promote OCOP products that meet both domestic standards (VGAP) and import standards of markets requiring high standards, such as the EU;

- Continuing to develop and improve cooperation mechanisms with international financial institutions and coordinate with central banks of other countries to deploy appropriate forms of payment to support rice export activities.

- Continuing to review and perfect the mechanism for managing rice export business activities in line with market developments, achieving export efficiency, and ensuring national food security by 2030.

Continuing to carry out trade promotion activities to support rice traders in Vietnam

According to Decision 583/QD-TTg, in promoting and renewing trade promotion, the Prime Minister has proposed the following solutions:

- Continuing to implement trade promotion activities to support rice traders and build brands for Vietnamese rice products through the national program on trade promotion, the national brand program, and related programs and schemes of ministries, branches, and localities. Focusing trade promotion activities on key and traditional markets and new and potential markets.

- Continuing to implement effective traditional trade promotion solutions, such as organizing specialized trade promotion activities,
regulations on registration and management of domestic trademarks as well as export products, associating trademarks with products made from rice...;

Simultaneously, combining and promoting the deployment of new and modern XTTM solutions through online forms, applying digital platforms to adapt to the new context.

- Building a system of information and forecasts on the market situation so that traders and people have information to orient production and export activities; organizing the establishment of a database on quarantine and food safety measures in the main export markets, and publishing it for traders' reference;

At the same time, regularly monitoring and updating this database so that traders can proactively and promptly adjust production and business activities.

- Supporting traders to export rice:

(i) Establish a direct commercial presence in foreign markets;

(ii) Establish warehouse and direct distribution system;

(iii) Set up a department in charge of marketing rice in particular and agricultural products in general to key export markets;

(iv) Promote the export of high quality rice with high added value from Vietnam in small volumes to penetrate difficult and niche markets.
