Compensation Rates for Participants in Physical Exercise Performances Organized by the Ministry of National Defense

According to Circular 174/2019/TT-BQP, the compensation levels for individuals participating in mass performances and parades forming symbols and letters in army-wide sports festivals and international military sports events organized by the Ministry of National Defense in Vietnam are determined as follows:

- Participants:- Training: 30,000 VND/person/session;- Rehearsal (maximum of 02 sessions): 40,000 VND/person/session;- Official performance: 70,000 VND/person/session;- Supervising and guiding teachers: 60,000 VND/person/session.

Costs for composing, staging, and directing mass performances and parades: Payment is based on a contract between the organizing committee and organizations or individuals within the allocated budget estimate; the maximum expenditure level follows the current regulations of the Government of Vietnam regarding royalties and remuneration for cinematic, visual arts, photography, stage, and other forms of performing arts works.

Additionally, this Circular stipulates several other important expenditure policies such as:

- Transportation and accommodation costs for the subjects stipulated in Clauses 1, 2, 3, 4, and 5 of Article 2 of this Circular during training, if the Ministry of National Defense and relevant agencies or units cannot provide the means or accommodation, will be ensured as per current regulations on business trip allowances.- Transportation and accommodation costs for the subjects stipulated in Clause 6 Article 2 of this Circular (if not arranged by the Ministry of National Defense and must be covered) will be based on actual costs but must not exceed the standard for international guests of category B, as per the current regulations of the Ministry of Finance on policies for hosting foreign visitors working in Vietnam.- Individuals eligible for meal allowances during training and competitions, as prescribed in this Circular, will not receive subsistence allowances as per current regulations on business trip allowances.- Interpreter fees (if not arranged by the Ministry of National Defense and must be hired externally): Maximum of 300,000 VND/person/session. Hired interpreters are not entitled to the other policies specified in this Circular.- Costs for printing, medals, flags, cups, uniforms, props, opening and closing ceremonies, information and propaganda; costs for renting training and competition venues, competition fees, health examinations, accident insurance; referee training, press conferences and other expenses: Depending on the scale and nature of the event to be spent within the allocated budget estimate; according to current policies and approved by competent authorities for implementation.- Other expenses not stipulated in this Circular will be implemented in accordance with current regulations on financial expenditures.
