Citizens Extract Information from the National Population Database through Administrative Procedures

This content is stipulated in Decree 137/2015/ND-CP detailing certain articles and measures for the implementation of the Law on Citizen Identification.

Currently, the National Database on Population is a unique database system built at the National Population Database Center under the Ministry of Public Security. It is uniformly and synchronously connected to the provincial- and centrally governed city-level public security, district-level town public security, and commune-level town public security (hereinafter referred to as district-level public security) and commune-, ward-, and town-level public security.

According to Clause 2 of Article 8 in Decree 137/2015/ND-CP, it is stipulated that "Citizens have the right to access their information in the National Database on Population through the resolution of administrative procedures, written requests for information exploitation, or through telecommunication services."

Additionally, national database management agencies, specialized database management agencies, state agencies, political organizations, and socio-political organizations are entitled to access information within the scope of their functions, duties, and powers through the following forms:

- Telecommunication network, computer network connection with the National Database on Population;

- Through the electronic portal as stipulated by the National Database on Population management agency;

- Written request.

Note that organizations and individuals not falling under the above-mentioned cases that require access to information in the National Database on Population must submit a written request and obtain approval from the National Database on Population management agency in accordance with the law.
