Circular 76: Under which mechanism does the Lottery Supervisory Board operate?

The mechanism of operation of the Lottery Supervision Council of the Lottery Company owned by the People's Committee of provinces and central cities is detailed in Article 4 of Circular 76/2013/TT-BTC. To be specific:

- The Lottery Supervision Council performs the tasks and exercises the powers specified in Articles 8, 9, 10, and 11 of this Circular.- The supervision and inspection by the Lottery Supervision Council are based on the provisions of the law on lottery business (Government Decree of the Government of Vietnam, guiding Circulars of the Ministry of Finance), the operational regulations of the Lottery Supervision Council, and the rules, and business processes of the Lottery Company.- The Lottery Supervision Council operates on the principle of democratic centralism, voting by the majority. To be specific:

- Meetings, supervision, and inspection of the Lottery Supervision Council must have sufficient members. In case, due to objective reasons, the members of the Lottery Supervision Council cannot participate fully, at least the Chairman or Vice-Chairman of the Lottery Supervision Council, the secretary of the Lottery Supervision Council, and three (03) members of the Lottery Supervision Council must be present;- The content of meetings, supervision, and inspection activities of the Lottery Supervision Council must be recorded in minutes. Differing opinions are decided or approved when there is over 50% agreement from the participating members of the Lottery Supervision Council. In case of a tie, the decision follows the option agreed upon by the Chairman of the Lottery Supervision Council (or the authorized Vice-Chairman if the Chairman is absent). In necessary cases, the Chairman of the Lottery Supervision Council reports to the provincial-level People's Committee for consideration and decision.

- The Lottery Supervision Council operates on a concurrent mechanism, except for representatives of the leadership of the Lottery Company.
