Circular 69: Guidance on Developing Land Price Framework Projects

Recently, the Ministry of Natural Resources and Environment issued Circular 69/2017/TT-BTNMT regulating the process of establishing and adjusting the land price framework.

According to regulations, the development of a land price framework project includes the following contents: project implementation scope, types of land for investigation, survey; number of market land price survey forms; number of communes, wards, and commune-level towns investigated (hereinafter referred to as investigation points); human resources, equipment, time, plan, and cost estimate for implementing the land price framework project.

The preparation of the land price framework project is carried out according to the procedure specified in Article 3 Circular 69/2017/TT-BTNMT, specifically as follows:

Step 1: Collect general information and documents for project construction, including geographical location, topography, geomorphology; socio-economic conditions, land management and use affecting land prices.

Step 2: Determine the number of provinces, centrally-run cities investigated; number of districts, urban districts, district-level towns, provincial cities investigated, and number of investigation points

In which, the number of provinces and centrally-run cities (hereinafter referred to as provinces) investigated must reach a minimum of 30% of the number of provinces in each economic region; the number of districts, urban districts, district-level towns, provincial cities (hereinafter referred to as districts) investigated must reach a minimum of 40% of the number of districts in each province investigated; the number of investigation points must reach a minimum of 50% of the number of communes, wards, commune-level towns in each district investigated and must represent the minimum and maximum prices of each type of land, each type of commune, each type of urban area.

Step 3: Determine the number of parcels investigated at each investigation point

Note, the number of parcels to be investigated for each type of land at each investigation point must be at least 06 parcels (at 02 land positions surveyed, each land position at least 03 parcels).
