On April 16, 2014, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.

Circular 46/2014/TT-BTC stipulates the issuance and management of valuer cards in Vietnam as follows:
1. Issuance of valuer cards
- A person who passes the exam for issuing valuer cards according to the regulations will be recommended by the Director of the Department of Price Management to the Minister of Finance of Vietnam for consideration and decision on the issuance of the valuer card. The Decision template on the issuance of the valuer card is specified in Appendix No. 05 attached to this Circular;
- The valuer card is handed directly to the cardholder. The valuer card is not reissued. The valuer card template is specified in Appendix No. 06 attached to this Circular.
2. Management of valuer cards
- The valuer card issued by the Minister of Finance of Vietnam is valid indefinitely, except for cases where the card is revoked according to Article 30 of this Circular.
- The valuer card has legal value for registering to practice valuation according to the current legal regulations on valuation.
- Cardholders must comply with the following regulations:
+ Do not use the card to alter, or erase the surface or the content of the card;
+ Do not rent, lend, or allow other organizations or individuals to use their name and valuer card to perform valuation activities;
+ Do not use the card for other purposes not specified by law.
3. Certification of issuance of valuer card
- A person issued a valuer card but whose card is lost, torn, burned, or damaged due to natural disasters, enemy sabotage, or other force majeure reasons will be issued a Certification of issued valuer card.
- The application for the Certification includes:
- An application form for the Certification of issued valuer card according to the template specified in Appendix No. 07 attached to this Circular;
- A certification from the police agency or the People's Committee of the commune/ward where the valuer cardholder resides, confirming that the card was lost, torn, burned, or damaged due to natural disasters, enemy sabotage, or other force majeure reasons;
- Two (2) photos of size 4x6cm taken within 6 months prior to the date of submission of the application.
- The Ministry of Finance issues the Certification of issued valuer card.
- The Certification of issued valuer card has legal value for registering to practice valuation.
