On July 22, 2024, the Ministry of Finance (Hanoi, Vietnam) issued Decision 1708/QD-BTC announcing new and annulled administrative procedures related to price management within the scope of management of the Ministry of Finance (Hanoi, Vietnam).

Procedures for registering for exam for valuer cards in Vietnam

(1) Order of execution:

Step 1: Candidates complete the online Registration Form on the Online Public Service Portal of the Ministry of Finance, or submit directly one (1) set of registration documents to the Examination Council Office, and pay the examination fee as prescribed in Article 3 of Circular 34/2024/TT-BTC.

Step 2: Within 5 working days from the end of the application receiving period, based on the results of the eligibility review by the Valuation Examiner Council (referred to as the Examination Council), the Price Management Department (Ministry of Finance) or a unit under the Ministry of Finance's decentralization will inform candidates whose applications are incomplete or have incorrectly declared content; within 5 working days from the notification date of the Price Management Department (Ministry of Finance) or the decentralized unit, candidates must complete their documents within the stipulated time.

Step 3: Within 20 days from the end of the application receiving period, the Price Management Department (Ministry of Finance) or a decentralized unit of the Ministry of Finance will notify the eligible candidates via the Online Public Service Portal of the Ministry of Finance and post the information on the Ministry of Finance's electronic information portal.

(2) Method of implementation: Submit online via the Online Public Service Portal or submit directly at the Examination Council Office (Price Management Department or a decentralized unit of the Ministry of Finance).

(3) Composition and quantity of the dossier:

  • Composition:

- For individuals who do not have a valuer cards, the registration dossier includes:

+ Registration Form with a photo attached as per the format prescribed in Appendix I attached to Circular 34/2024/TT-BTC;

+ Notarized copy of the training certificate in price valuation applicable to the professional field by an authorized training organization, except in cases with documents mentioned at point c, clause 1 of this Article;

+ Notarized copy of a college degree or higher in the field of pricing or valuation (if there is no notarized copy of the training certificate in price valuation mentioned at point b, clause 1 of this Article). In case the college degree or higher does not clearly state the field of pricing or valuation, the candidate should submit a notarized copy of the transcript showing the relevant subjects taken;

+ Notarized copy of a university degree or higher (in a field other than pricing or valuation), except for those holding a university degree or higher in the field of pricing or valuation;

+ Two (2) color photos (4x6cm) taken within 6 months prior to the document submission date.

- For individuals who already have a valuer cards in the field of asset valuation and wish to take the exam for a valuer cards in the field of enterprise valuation, the registration dossier includes:

+ Registration Form with a photo attached as per the format prescribed in Appendix I attached to Circular 34/2024/TT-BTC;

+ Two (2) color photos (4x6cm) taken within 6 months prior to the document submission date.

+ Notarized copy of the valuer cards in the field of asset valuation.

  • Quantity: 01 set.

(4) Processing time:

- Notification period for candidates with incomplete documents or incorrect declarations: 5 working days from the end of the application receiving period.

- Notification period for eligible candidates: 20 working days from the end of the application receiving period.

(5) Requirements and conditions for administrative procedures:

- Full civil act capacity;

- Hold a university degree or higher;

- Hold a training certificate in price valuation applicable to the professional field issued by an authorized training organization, except in cases of having a college degree or higher in the field of pricing or valuation.
