On April 16, 2014, the Ministry of Finance of Vietnam issued Circular 46/2014/TT-BTC on regulations regarding the examination, management, issuance, and revocation of valuer cards in Vietnam.

According to Circular 46/2014/TT-BTC, the Ministry of Finance of Vietnam (Department of Price Management) is responsible for the retention of records and documents related to the examination, management, issuance, and revocation of valuer cards. The retention of records and documents shall follow the regulations on the time limit for retention of records and documents commonly formed in the operations in the financial sector. To be specific:
1. Permanent retention
- Documents related to organizing the examination: The decision to establish the Examination Council, the assistance team for the Examination Council, the decision to establish the Invigilation Board, the list of exam invigilators;
- Documents related to marking: List of candidates and their respective examination numbers; Decision to establish the Marking Board, list of markers;
- Documents related to the issuance of valuer cards include: a summary of exam results (including both initial marking results and re-marking results), the decision to issue the cards along with the list of candidates eligible for the valuer card and their applications.
2. 15-year retention
Candidates's papers, records of violations of exam regulations (if any), and records of the handover of papers by the Examination Council.
3. 10-year retention
- Annual plans and reports on the implementation of exam organization plans by the Department of Price Management;
- Applications of candidates eligible to take the exam;
- Summary of exam results, summary of re-marking results (if any) for each subject of the candidates;
- Documents related to the organization of re-marking include candidates' requests, the decision to establish the Re-Marking Board, the list of re-markers;
- Documents on inspection, and auditing compliance with State regulations in organizing, and marking the examination;
- Question papers and answers for each subject.
4. 5-year retention for the applications of candidates who registered but failed the exam.
5. 3-year retention for the applications of candidates who registered but did not take the exam, or were not allowed to take the exam.
