The authority to decide on awarding emulation titles and forms of commendation is stipulated in Article 19 Circular 21/2014/TT-BVHTTDL. To be specific:
- The authority to decide on awarding Orders, Medals of Friendship, state honorary titles, state honorary awards, the “Government of Vietnam’s Emulation Flag,” the title “Nationwide Emulation Fighter,” and the “Certificate of Merit from the Prime Minister of the Government of Vietnam” is implemented according to the provisions of Articles 77 and 78 of the Law on Emulation and Commendation.- The Minister of Culture, Sports and Tourism decides on awarding:
- Emulation titles including the “Ministry’s Emulation Flag,” “Outstanding Labor Collective,” and “Ministry-level Emulation Fighter”;- Emulation titles such as “Advanced Labor” and “Grassroots Emulation Fighter” for individuals, and “Advanced Labor Collective” for collectives under the Departments and Ministry Office;- Certificates of merit and commemorative medals “For the cause of Culture, Sports, and Tourism.”
- Heads of agencies and units under the Ministry with independent accounts and seals decide on awarding:
- Emulation titles including “Advanced Labor,” “Grassroots Emulation Fighter,” and “Advanced Labor Collective” for collectives and individuals under their management;- Certificates of commendation.
