Recently, the Ministry of Health has issued Circular 17/2014/TT-BYT stipulating the issuance of operating licenses for Red Cross first aid stations and points, and the training for Red Cross first aid in Vietnam.
Circular 17: Regulations on operating conditions for Red Cross First Aid Points in Vietnam (Illustrative Image)
Pursuant to Article 4 of Circular 17/2014/TT-BYT, the operating conditions for Red Cross first aid stations in Vietnam are as follows:
- Regarding infrastructure:
- Must have a fixed location with a first aid room of at least 6 m2;
- Must have signs, symbols, and the Red Cross flag;
- Must have a regular contact phone number;
- Must have logs and first aid forms according to the general Red Cross format and the log must be stored at the Red Cross first aid station.
- Regarding first aid equipment:
- Fracture immobilization splints;
- Cotton, bandages, tourniquets, antiseptic alcohol, gauze;
- First aid kit;
- Stretcher.
- Regarding human resources:
- There should be at least 02 Level I volunteers working at the station.
- Regarding the scope of professional activities:
- Permitted to perform first aid techniques as per the List specified in Table 1, Appendix 1 issued with this Circular;
- In cases where the Red Cross first aid station has Level II volunteers, they are permitted to perform first aid techniques as per the Lists specified in Table 1 and Table 2 of Appendix 1 issued with this Circular;
- Use of medication in Red Cross first aid is not allowed.
- Regarding the location of the Red Cross first aid station:
- The Red Cross first aid station must be located in suitable locations, such as at residences or places where accidents frequently occur, to promptly conduct first aid activities.
More details can be found in Circular 17/2014/TT-BYT, which comes into effect in Vietnam from August 01, 2014.
