This is the regulation mentioned in Circular 158/2019/TT-BQP issued by the Ministry of National Defense regarding the Standard QCVN 08:2019/BQP, National technical regulation on destruction of fragmentation grenades and explosive warheads, fragmentation explosives, and high-explosive fragmentation.
Currently, the demolition of fragmentation grenades and high-explosive, fragmentation-explosive rounds (hereinafter referred to as explosive ordnance disposal) within the scope of application of the National Technical Regulation on Demolition of Fragmentation Grenades and High-Explosive, Fragmentation-Explosive Rounds (QCVN 08:2019/BQP) issued together with Circular 158/2019/TT-BQP: Is a method of handling by using explosives to cause a complete destruction of the ordnance.

To be specific, there are 05 types of ordnance permitted for disposal upon the decision of the competent authority as listed below:
- Various types of disassembled ordnance at level 5 that cannot be dismantled into parts and cannot be handled by other methods (disassembly, incineration, explosive defusing, or sawing);
- Ordnance with fuzes installed but damaged, deformed, rusted to the point that fuzes cannot be removed; ordnance loaded with degraded explosives;
- Various types of ordnance outside the military equipment plan or no longer usable and cannot be handled by other methods (disassembly, incineration, explosive defusing, or sawing);
- Ordnance that failed to explode after being fired or thrown to the target or were determined by inspection to be hazardous and must be disposed of on-site;
- Ordnance with unknown origins.
This regulation also stipulates that the types of ordnance not permitted for disposal are those specified by competent authorities as not allowed for disposal.
