The Ministry of Finance of Vietnam proposes the charge for issuing ID cards, in which application through the public service portal will receive a 50% fee reduction.

The content is mentioned in the Draft Circular of the Ministry of Finance, which regulates the charge collection, submission policies for issuing, reissuing ID cards.
1. charges when citizens submit applications directly
- Citizens converting from Identification Card, Citizen Identification Card to ID Card as prescribed in Clause 3, Article 21 of Decree 70/2024/ND-CP dated June 25, 2024 of the Government of Vietnam detailing certain provisions and implementation measures of the Identity Law 2023: 30,000 VND per ID card;
- Reissuing ID cards in cases prescribed in Clause 1, Article 24 of the Identity Law 2023: 50,000 VND per ID card;
- Reissuing ID cards in cases prescribed in Clause 2, Article 24 of the Identity Law 2023: 70,000 VND per ID card.
2. charges when citizens submit applications through the online public service portal
- For cases where citizens submit applications on the full-service Online Public Service Portal for reissuing ID cards, the charge is 50% of the charge when citizens submit applications directly.
- For cases of submitting requests for reissuance through the online public service (scheduling time and place for procedures), the charge is 80% of the charge when citizens submit applications directly.
3. The charge rates specified in Clause 2 apply from the date this Circular takes effect until the end of December 31, 2025. From January 1, 2026, onwards, the charge rates prescribed in Clause 1 will apply.
- Cases exempt from charges for issuing ID cards
+ Children as prescribed by the Law on Children; the elderly as prescribed by the Law on the Elderly; persons with disabilities as prescribed by the Law on Persons with Disabilities.
+ Persons with meritorious services to the revolution and their relatives, as prescribed by the Ordinance on Preferences for Persons with Meritorious Services to the Revolution.
+ Ethnic minorities in communes with particularly difficult socio-economic conditions; citizens residing in border communes; citizens residing in island districts; citizens from poor households as prescribed by law.
- Cases prescribed in Clauses 2 and 3, Article 38 of the Identity Law 2023 are not required to pay charges as stipulated in this Circular.
Charge payers shall pay charges when completing procedures to issue or reissue ID cards to the charge-collecting organization in the manner prescribed by Circular 74/2022/TT-BTC dated December 22, 2022 of the Minister of Finance on the form, time limits for collecting, paying, and declaring charges and charges under the authority of the Ministry of Finance of Vietnam.
The charge-collecting organization shall submit 100% of the collected charge amount to the state budget according to the current state budget classification code. The cost of collecting charges shall be arranged by the state budget in the estimated budget of the charge-collecting organization according to policies, expenditure norms of the state budget as prescribed by law. The charge-collecting organization shall declare, collect, and submit charges in accordance with Circular 74/2022/TT-BTC.
