Pursuant to Clause 1, Article 1 of Decree 98/2019/ND-CP amending and supplementing Article 12 of Decree 117/2007/ND-CP, urban water supply planning shall be organized as a separate planning project for cities directly under central authority (previously, urban water supply planning was organized as a separate planning project in the case of regional water supply planning and urban water supply planning).

The content of water supply planning is determined in regional planning, provincial planning, construction planning, and the planning of urban and rural systems.

When developing construction planning, it is necessary to organize research and develop water supply planning as an inseparable part of the construction planning project and to comply with the provisions of this Decree and legal regulations on construction planning. Water supply planning organized as a separate planning project must comply with the provisions in sections 2 and 3 of Chapter II of Decree 117/2007/ND-CP and other relevant legal regulations on construction planning.

According to Decree 117, water supply planning is formulated and approved as a basis for subsequent water supply activities. All organizations and individuals participating in water supply activities must comply with the water supply planning approved by competent state agencies.
