By 2030, rural residents' income to be 2.5 to 3 times higher than in 2020 is the notable point specified in Decision 300/QD-TTg dated 28/3/2023 issued by the Prime Minister.

On March 28, 2023, the Prime Minister issued Decision 300/QD-TTg, approving the national action plan to transform a transparent, responsible, and sustainable food system in Vietnam by 2030.
Specifically, the Prime Minister of Vietnam has set out 16 specific goals in the national action plan to transform a transparent, responsible, and sustainable food system in Vietnam by 2030, as follows:
(1) Rural residents' income is 2.5 to 3 times higher than in 2020.
(2) The rate of multidimensionally poor households in rural areas decreases by 1 to 1.5% per year on average.
(3) The proportion of households with severe and moderate food insecurity is less than 5%.
(4) Maintain a food export turnover of over US$30 billion/year.
(5) The rate of stunting in children under 5 years old is less than 15%. The rate of malnutrition and emaciation of children under 5 years old is less than 3%.
(6) The rate of overweight and obesity in children under 5 years old is less than 10%; in children 5–18 years old, it is less than 19%; and in adults 19–64 years old, it is less than 20%.
(7) The rate of acute poisoning is reported to be less than 5 people per 100,000 people.
(8) Percentage of areas that have been granted planting area codes; farming areas account for more than 10% of the land area for agricultural production and aquaculture. The number of certified animal disease-free zones and facilities increased by 5% per year.
(9) The proportion of the value of products produced by good manufacturing processes or equivalent is above 30%.
(10) The area of agricultural land for organic production shall be at least 2.5% of the total agricultural land area.
(11) Organic fertilizers account for more than 30% of the fertilizer supply in the market. The amount of organic fertilizer used in agricultural production increased by more than 2 times compared to 2020.
(12) More than 30% of the total irrigated dry crop area is applied with advanced and water-saving irrigation methods.
(13) Post-harvest losses of key agro-forestry-fisheries decreased by 0.5% to 1.0%/year.
(14) The ratio of the value of processed agricultural products to the total value of production and processing of agro-forestry-fishery products is above 50%.
(16) More than 50% of enterprises participating in the agro-forestry-fishery value chain are connected to the National Product and Goods Traceability Portal.
(17) GHG emissions from the food system are reduced by 10% compared to 2020.
In order to perform well the review, assessment, and improvement of mechanisms, policies, processes, standards, and regulations for production, processing, and food consumption in the direction of transparency, responsibility, and sustainability, the Prime Minister has given the following tasks and solutions:
- Review and develop policies to promote ecological agriculture with low emissions, contributing to the formation of sustainable production areas according to ecological zones.
- Develop and develop a mechanism to promote public-private cooperation in infrastructure investment, strengthen governance capacity for the food and food system, including production infrastructure, transport, logistics services, cold technology supply chain, wholesale distribution market, raw material area, technology infrastructure for digital transformation, use of renewable energy, green energy to improve regional linkages and market linkages, and modernize food distribution systems.
- Update and develop standards, technical regulations, production guidelines, quality management processes, and traceability for ecological and low-emission agricultural products.
- Develop and promulgate mechanisms and policies to support the promotion of the production, distribution, and consumption of green, safe, and traceable food.
- Review and develop policies to enhance the role of industry associations in developing key agro-forestry-fishery product chains in the direction of transparency, accountability, and sustainability.
- Monitor and evaluate the implementation of the Action Plan for the Transformation of a Transparent, Responsible, and Sustainable Food System, improving the effectiveness and efficiency of the implementation of the Plan according to the set objectives.
- Research and propose the establishment of a transparent, responsible, and sustainable Food System Transformation Partnership.
