On December 13, 2007, the Ministry of Information and Communications of Vietnam issued Circular 02/2007/TT-BTTTT guiding the implementation of regulations on the management of postal and telecommunication service charges.
Businesses holding a dominant market share in Vietnam are businesses with revenue from 30% or more in the locality (Illustrative image)
According to the Circular 02/2007/TT-BTTTT, a Dominant Market Share Enterprise is an enterprise with revenue or traffic of 30% or more for a type of service in the area permitted to provide and can directly affect the market entry of that service by other enterprises.
Additionally, a group of Dominant Market Share Enterprises consists of enterprises acting together to limit competition, directly affecting the market entry of that service by other enterprises, under the following cases:
- Two enterprises with a total market share (revenue or traffic) of 50% or more for the type of service in the area permitted to provide;
- Three enterprises with a total market share (revenue or traffic) of 65% or more for the type of service in the area permitted to provide;
- Four enterprises with a total market share (revenue or traffic) of 75% or more for the type of service in the area permitted to provide;
