Authority for Application of Measures to Protect the Working Position of Whistleblowers (Illustrative Image)

Article 4 of Circular 03/2020/TT-BNV stipulates the authority to apply measures to protect the working position of whistleblowers as follows:

- The person with authority to handle the whistleblowing shall apply measures to protect the working position of whistleblowers who are officials and public employees under their management.

- Agencies, organizations, units, and individuals requested or proposed by the person with authority to handle the whistleblowing to implement measures to protect the working position of whistleblowers who are officials and public employees in cases where the whistleblower is not under the management of the person with authority to handle the whistleblowing.

- Organizations and units responsible for human resources within agencies, organizations, and units tasked with implementing measures to protect the working position shall take the lead, cooperating with union organizations, people's inspection boards, and other same-level organizations in implementing the protection of the working position of whistleblowers who are officials and public employees.

Thus, whistleblowers will be protected in their working positions associated with job titles, positions, and jobs of officials; or work or duties associated with professional titles or managerial positions of public employees during the whistleblowing process.
