Authorities Competent in Industrial Explosives Activities

On June 23, 2018, the Ministry of National Defense issued Circular 85/2018/TT-BQP regulating the competent authorities in the activities of industrial explosives.

Circular 85 stipulates that the General Department of Defense Industry organizes training, inspection, and issuance of Certificates of Technical Safety Training for Industrial Explosives and Certificates of Technical Safety Training for Explosive Precursors, including the following activities:

- Training, inspection, and issuance of Certificates of Technical Safety Training for Industrial Explosives for managers.

- Inspection and issuance of Certificates of Technical Safety Training for Industrial Explosives for the following individuals:

- Workers directly involved in producing industrial explosives;- Persons assigned to manage industrial explosives warehouses;- Blasting commanders;- Miners;- Service personnel; individuals escorting or operating vehicles transporting industrial explosives;- Individuals involved in the analysis and testing of industrial explosives;

- Inspection and issuance of Certificates of Technical Safety Training for Explosive Precursors for individuals assigned to manage explosive precursor warehouses.
