Assessment of the Rate of Documents Transferred via Email Annually by Educational Institutions

On December 20, 2012, the Ministry of Education and Training (MOET) issued Circular 53/2012/TT-BGDDT regulating the organization, use of email, and electronic information portals at the Department of Education and Training (DOET), District Offices of Education and Training, and educational institutions at the preschool, general education, and continuing education levels.

According to Article 21 of Circular 53/2012/TT-BGDDT, it is stipulated that annually, the Departments of Education and Training, and the Divisions of Education and Training organize evaluations, rankings, and publicize the achieved results and rankings regarding the operation of the email system and the quality of the information content on the electronic portal of the affiliated educational institutions.

For email:

- Evaluate the percentage of staff, teachers, and employees who are provided with email accounts by the educational institution;- Evaluate the rate of documents transferred via email or notified via email for download from the electronic portal.

For the electronic portal:

- Evaluate the level of compliance according to the categories of information specified in Circular 53/2012/TT-BGDDT;- Evaluate the level of provision and implementation of online public services;- Evaluate the accuracy of the information content;- Evaluate the timeliness of the information updates;- Evaluate according to the criteria of public disclosure for general educational institutions.

The evaluation results are publicly announced annually on the electronic portal of the Departments of Education and Training and Divisions of Education and Training. These evaluation results are used to assess the competition work of the educational management agencies and educational institutions and to evaluate schools meeting national standards in terms of information technology.

The Ministry of Education and Training organizes the evaluation and ranking of the electronic portals of the Departments of Education and Training, Divisions of Education and Training, and publicly announces these on the Electronic Portal of the Ministry of Education and Training. This supports organizing the contest for excellent teachers.
