On February 19, 2013, Circular 03/2013/TT-BLDTBXH was issued by the Ministry of Labor, War Invalids and Social Affairs, stipulating the tasks of protecting state secrets within the Labor, War Invalids, and Social Affairs sector.
The procedures for reviewing and providing state secret documents in the field of Labor, Invalids, and Social Affairs to organizations and Vietnamese citizens are guided for implementation in Article 15 of Circular 03/2013/TT-BLDTBXH as follows:

- The exchange of state secret documents or the provision of state secret data and information to the media must be permitted by the competent authority.- Persons assigned the task of researching and collecting information falling within the scope of state secrets in the field of Labor, Invalids, and Social Affairs must have a personal identification card, accompanied by an introduction letter and an official dispatch from the agency specifying the content and requirements for research and collection. This must be approved by the competent authority of the agency or unit holding the documents.- Agencies and units holding state secrets related to Labor, Invalids, and Social Affairs when providing information within the scope of state secrets to agencies, organizations, and Vietnamese citizens must be approved by the competent authority according to the following regulations:
- State secrets of "Top Secret" and "Confidential" levels must be approved by the Leadership of the Ministry of Labor, Invalids, and Social Affairs;- State secrets of the "Secret" level must be approved by the Director General, Director of Department, Director of Bureau (or equivalent) at the Central level and the Director of the Department of Labor, Invalids, and Social Affairs at the local level.
Note: The agency, unit, and individual executing this task are only allowed to provide information exactly as approved. The recipient must not disclose or provide the information to a third party. The content of the meeting regarding the information provision must be documented to report to the person who approved the information and submitted to the confidentiality division of the agency or unit.
