Regarding this issue, LawNet would like to answer as follows:

On December 15, 2023, the Prime Minister issued Decision 1627/QD-TTg approving the Project to build a National Statistical Database.

Approval of the Project to build a National Statistical Database in Vietnam

The Prime Minister approved the Project to build a National Statistical Database (hereinafter referred to as the Project) with 06 tasks and solutions as follows:

(1) Improving institutions, promulgating regulations, rules, and technical standards to build and deploy the National Statistical Database

- Amend the Law on Statistics and develop a Decree to create a full legal corridor for collecting, connecting, sharing, exploiting, and using new data sources for statistical work; Develop and promulgate regulations to connect, integrate, and share data between national databases and ministries, sectors, and local databases with the National Statistical Database to ensure information security and data security; and develop instructions for exploiting and using the services and utilities of the National Statistical Database.

- Build the National Statistical Database Architecture and update the e-Government Architecture of the Ministry of Planning and Investment. Build data models, data integration frameworks, and operating procedures for the National Statistical Database ensure connectivity and the ability to connect, exploit, and share information with other statistical and national databases; Build a framework to integrate big data and administrative data from ministries, branches, and localities into the National Statistical Database.

(2) Building information technology infrastructure to ensure implementation of the National Statistical Database

- Building information technology infrastructure at the Ministry of Planning and Investment (General Statistics Office) to administer, operate, exploit, and share the National Statistical Database to meet minimum information system security level 3; at the same time, building backup technical infrastructure to serve the deployment of the National Statistical Database, which operates in parallel, ensuring data backup capacity and the ability to recover after disasters.

- Build and expand information technology infrastructure for statistical databases at ministries, branches, and localities to ensure synchronization, consistency, and compatibility with other information systems of agencies and units; Connect to the information technology infrastructure at the Ministry of Planning and Investment (General Statistics Office) to serve updating, sharing, and exploiting the National Statistical Database.

(3) Building a national statistical database at the Ministry of Planning and Investment (General Statistics Office)

- Build a national statistical database, which includes:

+ Specialized statistical database in the fields of: (1) population and labor; (2) national accounts, state budget, banking, and insurance; (3) industry, investment, and construction; (4) enterprises, cooperatives, and individual non-agricultural economic establishments; (5) agriculture, forestry, and fisheries; (6) trade and services; (7) price index; (8) transportation and post and telecommunications; (9) education, health, culture, sports, living standards, social order and safety, justice, and a school; (10) sustainable development goals.

+ Micro data warehouse and original data set include data formed during data collection activities from statistical surveys of the Ministry of Planning and Investment (General Statistics Office), administrative data, data from statistical surveys of ministries, branches, localities, and other data sources (big data, open data).

+ General data warehouse includes aggregated statistical data, information, analysis, and statistical forecasts.

- Standardized data

+ Develop a process to standardize data and statistical specification data according to international standards, in accordance with the Vietnamese standard system for data within the framework of the Project.

+ Building a statistical specification data management system, uniformly used in the national statistical database and statistical databases of ministries, branches, and localities.

- Build tools to connect, receive, and integrate data from administrative data, statistical databases of ministries, branches, localities, and national databases with the National Statistical Database.

(4) Building a statistical database for ministries, branches, and localities

- Ministries, branches, and localities, depending on the needs of the unit, proactively set up projects to build and expand statistical databases and government administrative databases in accordance with regulations on data standards and data security to ensure connection and sharing of data and statistical information with the National Statistical Database, with the ability to integrate with other information systems at agencies and units.

In particular, the statistical database of ministries and branches includes: data on national statistical indicators presided over by ministries and branches; data on statistical indicators of ministries and branches; The local statistical database includes: statistical indicator data at provincial, district, and commune levels.

- Statistical databases of ministries, sectors, and localities meet technical requirements for connecting and sharing data of ministries, sectors, and localities with the National Statistical Database and ensure compliance with the goals of the Project.

(5) Managing, operating, exploiting, and sharing the National Statistical Database

- Build tools to exploit and share shared data

+ Automatic and semi-automatic statistical data mining tools allow data exploration and in-depth analysis according to the needs of information users.

+ Visual data representation tool in a variety of formats to convey information quickly and clearly, with the ability to be used in other applications.

+ Shared data sharing tool to provide data and statistical information from the National Statistical Database.

- Build an information system to meet the requirements of publishing and disseminating information from the National Statistical Database to serve the direction and administration of leaders at all levels and the needs of information users.

- Develop solutions to ensure information safety and security for the National Statistical Database and databases of agencies and units when connecting, share data with the National Statistical Database.

- Manage and operate the National Statistical Database to ensure 24/7 operation. Implement data storage and security for the National Statistical Database.

(6) Training and strengthening the capacity of statistical workers to perform, manage, operate, and exploit the National Statistical Database

- Training, fostering, professional training, statistical science, data science, and law
in statistics and information technology to meet the tasks of establishing, building, managing, maintaining, operating, and exploiting the National Statistical Database.

- Education, training, and coaching to raise awareness about safety, information security, and network security.

- Learn from foreign experience and strengthen cooperation with other countries and international organizations to acquire experience, resources, and techniques to implement the Project.
