Approval of the investment policy of the Power Supply Project from the national grid for Con Dao district in Vietnam

The content mentioned in Decision 708/QD-TTg in 2023 approving the investment policy of the Power Supply Project from the national grid for Con Dao district, Ba Ria - Vung Tau province, issued by the Prime Minister.

The investment policy of the Power Supply Project from the national grid for Con Dao district, Ba Ria - Vung Tau province in Vietnam is approved with the following main contents:

1. Project investor: Vietnam Electricity Group (EVN).

2. Project name: Power supply project from the national grid for Con Dao district, Ba Ria-Vung Tau province (Project).

3. Project investment decision level: Ministry of Industry and Trade.

4. Project objective: investing in project construction to ensure stable and safe electricity supply for the power grid on Con Dao island, meet the development goals of Con Dao district, Ba Ria-Vung Tau province, and contribute to ensuring national defense and security and national island sovereignty.

5. Project scale: construction investment project using group A public investment capital, level II energy project, including:

- New construction of 110 kV line, 01 circuit, from 110 kV feeder compartment at Vinh Chau 220 kV Transformer Station - Soc Trang province to Con Dao 110/22 kV Transformer Station.

- Expanding 01 compartment of the 110 kV line at Vinh Chau 220 kV transformer station, Soc Trang province.

- New construction of Con Dao 110/22 kV transformer station using GIS technology, scale 2x63 MVA (this phase is to install a 01 63 MVA machine).

6. Investment capital of the project: About 4,950,156,000,000 VND (In words: four thousand, nine hundred fifty billion, one hundred fifty-six million VND), of which: capital support from the central budget is about 2,526.16 billion VND and EVN's equity capital is about 2,423.996 billion VND.

7. Operational term of the project: not less than 20 years.

8. Project implementation location: located in Vinh Chau town, Soc Trang province; Con Dao district; Ba Ria-Vung Tau province; and the sea area (internal waters) between Vinh Chau town and Con Dao district.

9. Implementation progress (progress and investment phasing of project implementation): From 2023 to 2026 (specific progress will be updated after the investment policy is approved).

10. Project investment form:

- Implement public investment projects. Projects using mixed capital (central budget capital and EVN capital) are managed according to regulations for projects using public investment capital;

- The investor directly manages the project.

11. Environmental protection solutions:

Vietnam Electricity Group and related units comply with the provisions of the Law on Environmental Protection and current legal documents.

12. Validity period of investment policy decision: from the date the decision takes effect and expires according to current legal regulations.

The People's Committees of Ba Ria - Vung Tau and Soc Trang provinces are responsible for:

- Fully implement project site clearance procedures to meet the implementation progress of project items, ensure effective land use after site clearance, and avoid wasting resources.

- Coordinate with the Ministry of Natural Resources and Environment to request that EVN carry out the project's environmental impact assessment procedures according to the provisions of the law on environmental protection. At the same time, ensure that project implementation complies with legal regulations on environmental protection.

- Organize and supervise the implementation of EVN's project to ensure progress and compliance with the provisions of law, instructions of the Prime Minister, and opinions of relevant ministries and branches.
