Approval of Quang Tri Province Planning in Vietnam for the period 2021–2030 with a Vision to 2050 (Internet image) 

On December 29, 2023, the Prime Minister issued Decision 1737/QD-TTg approving the Quang Tri Province Planning in Vietnam for the period 2021–2030, with a vision to 2050.

(1) Development objectives until 2030

* Overall objectives:

Quang Tri has achieved a level of development among the group of good provinces in the country, with a basic economic structure of an industrial and service province; is one of the general economic centers of the North Central and Central Coast regions, a logistics and goods transshipment center of Southeast Asia, and transportation corridors in the ASEAN region, the Mekong subregion (GMS). People's lives have been improved and enhanced.

* Specific objectives and targets:

- Regarding economic:

+ The average growth rate of gross product (GRDP) in the period 2021–2030 reaches 8.2%/year;

+ Economic structure: agriculture accounts for about 10.5%; Non-agricultural accounts for about 84.5%; product tax minus product subsidies accounts for about 5.0%;

+ GRDP per capita reaches about 140–170 million VND/person;

+ Mobilizing investment capital for social development for the entire period 2021 - 2030 reaches about 434 trillion VND;

+ Belongs to the good group of the country in terms of Provincial Competitiveness Index (PCI), Digital Transformation Index (DTI);

+ Belongs to the good group of the country in terms of the Public Administration Reform Index (PAR Index), the Satisfaction Index of Public Administrative Services (SIPAS) and the Vietnam Provincial Governance and Public Administration Performance Index (PAPI).

- Regarding urban and rural development:

+ Urbanization rate reaches about 42%–48%;

+ 85% of communes meet new rural standards.

- Regarding society:

+ Human development index (HDI) 2030 reaches over 0.75;

+ The rate of poor households decreased by an average of 1–1.5%/year;

+ The rate of trained workers reaches 85%;

+ Over 96% of the population participates in health insurance.

- Regarding resources and the environment:

+ Forest coverage rate is about 49.5%, improving forest quality and preserving and restoring coastal protection forests;

+ 95–99% of the urban population is provided with clean water through the centralized water supply system; 98% of rural households have access to hygienic water;

+ 100% of operating industrial zones and clusters have centralized wastewater treatment systems that meet environmental standards;

+ 100% of production facilities are granted environmental licenses, completely handling points causing serious environmental pollution under public benefits;

+ The rate of collection and treatment of urban solid waste reaches 90–100%; rural areas reach 80–90%; and hazardous solid waste reaches 100%.

- Regarding infrastructure development:

+ Develop all 5 types of transportation (road, railway, waterway, sea, and air); Build and upgrade roads connecting Dong Ha city, Quang Tri town, and districts with the North-South expressway and national traffic routes;

+ 100% of households on the mainland have access to national grid electricity;

+ Complete and put into operation gas power plants and clean energy sources whose planning has been approved;

+ Complete the foundation and goals of e-government and implement digital transformation in all three pillars: digital government, digital economy, and digital society - prioritizing key areas such as education, health, agriculture, tourism, etc.

- Effectively promote the East-West International Economic Corridor; ensure a stable, peaceful, friendly, cooperative, and developed border with the Lao People's Democratic Republic.

- Effectively prevent and combat traditional and non-traditional security challenges; Build a strong all-people national defense; and ensure social order and safety.

(2) Vision for 2050

Quang Tri has become a province with a strong economy, with the main structure being industry - services, and is one of the driving forces for the development of the North Central and Central Coast regions; National defense and security are guaranteed, and people have a happy life.
