Specifically, according to the Regulations issued with Circular 23/2019/TT-BLDTBXH of Vietnam, the occupation “Leather and Footwear Technology” is a field where aesthetics are combined with technology to create fashion products that meet human aesthetic needs. The fashion products of the Leather and Footwear industry include shoes and leather goods. Shoes - footwear are items worn on feet, functioning as protection and support when walking, playing sports, or working, and they also enhance the wearer's appearance. Leather goods include items made from leather such as gloves, bags, briefcases, suitcases, wallets, hats, etc. However, nowadays, to produce shoes and leather goods, besides tanned leather, many other materials such as synthetic leather, fabric, rubber, etc., are used.

The Leather and Footwear Technology involves two main tasks: producing the upper part, the foot-protective part of a shoe, also called the "shoe upper," and producing the bottom part that provides wear resistance and isolating the foot from the contact surface, called the “shoe sole.” The shoe upper is usually cut from soft leather, fabric, or plastic and then sewn together. The sole is often molded from rubber, plastic, or cut from stiff leather and attached to the upper to form a complete shoe. Leather goods do not typically involve sole making. Besides the main crafting tasks, those in Leather and Footwear Technology must also handle supporting tasks such as technical preparation, quality management, production, and environmental management in Leather and Footwear companies.

The “Leather and Footwear Technology” college-level occupation meets the requirements of Level 5 in the Vietnamese National Qualifications Framework. After graduation, learners of the “Leather and Footwear Technology” trade can work in enterprises that design, produce, or market footwear, handbags, materials for footwear and handbags, as well as equipment related to the trade. The minimum knowledge volume is 2,500 hours (equivalent to 90 credits).
