Amendment to the organizational structure of the Ministry of Foreign Affairs of Vietnam: Certain agencies no longer listed in the organizational structure

From March 1, 2025, the organizational structure of the Ministry of Foreign Affairs of Vietnam shall be implemented according to Decree 28/2025/ND-CP, replacing Decree 81/2022/ND-CP.

Amendment to the organizational structure of the Ministry of Foreign Affairs of Vietnam

According to Article 3 of Decree 28/2025/ND-CP, the organizational structure of the Ministry of Foreign Affairs is stipulated as follows:

The following organizations assist the Minister of Foreign Affairs in performing state management functions:

- Department of Europe.- Department of America.

- Department of Northeast Asia.

- Department of Southeast Asia - South Asia - South Pacific.

- Department of Middle East - Africa.

- Department of Foreign Policy.

- Department of Economic Diplomacy.

- Department of ASEAN.

- Department of International Organizations.

- Department of Law and International Treaties.

- Department of Information and Press.

- Department of Personnel Organization.

- Ministry Office.

- Ministry Inspectorate.

- Department of Cipher - Information Technology.

- Department of Consular Affairs.

- Department of State Protocol and Foreign Interpretation.

- Department of Foreign Affairs and Cultural Diplomacy.

- Department of Administrative and Financial Affairs.

- Ho Chi Minh City Department of Foreign Affairs.

- National Border Committee.

- State Committee for Overseas Vietnamese.

The organizations that are public service providers under the Ministry of Foreign Affairs:

- Diplomatic Academy.

- World & Vietnam Report.

Vietnamese representative agencies abroad are Vietnamese entities established by the Government of Vietnam and directly managed by the Ministry of Foreign Affairs.

The Department of Europe is organized into 5 divisions; the Departments: Personnel Organization, Law and International Treaties are organized into 4 divisions; the Departments: America, Northeast Asia, Southeast Asia - South Asia - South Pacific, Middle East - Africa are organized into 3 divisions.

Some agencies no longer listed in the organizational structure of the Ministry of Foreign Affairs of Vietnam

The organizations specified in Article 3 of Decree 81/2022/ND-CP are no longer included in the organizational structure of the Ministry of Foreign Affairs according to Article 3 of Decree 28/2025/ND-CP. These organizations include:

- Department of Economic Synthesis.

- Department of Multilateral Economic Cooperation.

- Department of Cultural Diplomacy and UNESCO.

- Department of Foreign Translation and Interpretation.

- Department of State Protocol.

- Department of Foreign Affairs.

Responsibilities and powers of the Ministry of Foreign Affairs of Vietnam

According to Article 2 of Decree 28/2025/ND-CP, the responsibilities and powers of the Ministry of Foreign Affairs are outlined as follows:

(1) Submit to the Government of Vietnam laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly, draft decrees of the Government of Vietnam according to the annual legislative program and plan of the Government of Vietnam and the resolutions, projects, schemes assigned by the Government of Vietnam, and the Prime Minister of the Government of Vietnam; submit to the competent authority other draft documents within the scope of their functions and tasks in accordance with the regulations.

(2) Submit to the Government of Vietnam and the Prime Minister of the Government of Vietnam the strategies, plans, long-term, medium-term, annual development plans, and important projects, national target programs in the sectors and fields under state management of the Ministry of Foreign Affairs.

(3) Submit to the Prime Minister of the Government of Vietnam drafts of decisions, directives, and other documents related to sectors and fields under state management of the Ministry of Foreign Affairs or as assigned by the Government of Vietnam, the Prime Minister of the Government of Vietnam.

(4) Issue circulars and other documents related to state management of sectors and fields under state management of the Ministry of Foreign Affairs.

(5) Direct, guide, inspect and organize the implementation of legal documents, strategies, plans, and national target programs under the state management of the Ministry of Foreign Affairs after approval; organize information dissemination, public education, and monitor legal implementation in sectors and fields under the state management of the Ministry of Foreign Affairs.

(6) Implement unified management of foreign activities as stipulated.

(7) Manage international conferences and seminars in Vietnam under the Ministry of Foreign Affairs' state management in accordance with the law; report annually to the Prime Minister of the Government of Vietnam on the organization of international conferences and seminars in Vietnam.

(8) Chair, coordinate research, aggregate, and propose issues related to the protection of state sovereignty and interest, and legal rights and interests of Vietnamese organizations and citizens abroad as prescribed by Vietnamese law, international law, and as assigned by the Prime Minister of the Government of Vietnam.

(9) Conduct research, forecast, and strategic orientation advisory work.

(10) Represent in foreign activities of the Communist Party and the State.

(11) Manage state protocol affairs.

(12) Manage economic diplomacy work.

(13) Manage cultural diplomacy work.

(14) Manage foreign information activities.

(15) Manage consular work.

(16) Manage activities related to the migration of Vietnamese citizens abroad.

(17) Manage affairs concerning Vietnamese abroad.

(18) Carry out work related to borders, national territories: Chair, cooperate with ministries, equivalent agencies, relevant agencies, and localities as stipulated.

(19) Manage Vietnamese representative agencies abroad.

(20) Manage foreign affairs activities concerning representatives of the organizations from the Socialist Republic of Vietnam abroad (hereinafter referred to as Vietnamese organizations abroad).

(21) Manage the activities of foreign diplomatic representative offices, consular representative offices, honorary consular offices, and representative offices of intergovernmental international organizations in Vietnam in accordance with regulations.

(22) Manage non-governmental organizations in Vietnam; issue, extend, amend, supplement, or revoke registration certificates of foreign non-governmental organizations in Vietnam according to regulations.

(23) Conduct work on international treaties and agreements.

(24) Develop and deploy Vietnam's policies at multilateral forums on the development of international law as stipulated.

(25) Manage organizational structure, staff positions, job positions, implement salary policies, training, and fostering, commendation, discipline, and other policies for officials and public employees, workers under the management of the Ministry of Foreign Affairs in accordance with regulations.

(26) Inspect the implementation of legal regulations in the fields under the state management of the Ministry of Foreign Affairs; organize citizen receptions, resolve complaints, denunciations, prevent corruption, waste, and handle legal violations in the fields under the state management of the Ministry of Foreign Affairs as stipulated.

(27) Manage, organize finance, state assets, and basic construction investment under the management of the Ministry of Foreign Affairs.

(28) Manage, organize administrative reform tasks, digital transformation, application of technology to develop the electronic government, digital government, diplomatic cryptography, information security, and safety within the management of the Ministry of Foreign Affairs according to resolutions, programs, plans approved by the Government of Vietnam, Prime Minister of the Government of Vietnam, and regulations.

(29) Provide public career services in areas under the state management of the Ministry of Foreign Affairs according to regulations.

(30) Perform other tasks and powers assigned by the Government of Vietnam, Prime Minister of the Government of Vietnam, and competent authorities in accordance with regulations.
