The Standing Committee of the National Assembly, the Government of Vietnam, and the Presidium of the Central Committee of the Vietnam Fatherland Front issued Joint Resolution 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTTQVN on February 20, 2025, which provides guidelines for organizing constituency meetings for National Assembly deputies and deputies of People's Councils at all levels.

Joint Resolution 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTTQVN regulates the activities of constituency meetings for National Assembly deputies and People's Council deputies at all levels; the responsibilities of the Standing Committee of the National Assembly, the Government of Vietnam, the Central Committee of the Vietnam Fatherland Front, National Assembly delegation, National Assembly deputies, the Standing Committee of the People's Council, representatives of the People's Council, People's Council deputies, the Vietnam Fatherland Front Committee, People's Committees at all levels, and related agencies, organizations, and individuals in organizing constituency meetings; compiling, summarizing opinions and recommendations of constituents; resolving, responding to, and supervising responses to constituents' recommendations.

For example, the responsibilities of People’s Committees at various levels in the constituency meeting activities of National Assembly deputies are as follows:

- Provincial People’s Committees are responsible for:

+ Coordinating with the National Assembly Delegation, the Standing Committee of the Vietnam Fatherland Front at the provincial level, and related agencies, organizations, and individuals to organize and implement the constituency meeting plan for National Assembly deputies;

+ Appointing leadership representatives or authorizing them in case of simultaneous constituency meetings at multiple locations to attend these meetings locally in order to consider, resolve, and respond to constituents' recommendations under their jurisdiction;

+ Directing district-level People’s Committees to appoint leadership representatives to attend constituency meetings within the district and organize public information dissemination about the constituency meetings of National Assembly deputies;

+ Directing functional agencies to ensure conditions for physical infrastructure, security, order, and safety for the constituency meetings of National Assembly deputies.

- District-level People’s Committees are responsible for:

+ Coordinating with the Standing Committee of the Vietnam Fatherland Front at the district level and related agencies, organizations, and individuals to organize and implement the constituency meeting plan for National Assembly deputies;

+ Appointing leadership representatives to attend constituency meetings of National Assembly deputies within the district to consider, resolve, and respond to constituents' recommendations under their jurisdiction;

+ Directing commune-level People’s Committees to arrange venues and appoint leadership representatives to attend constituency meetings of National Assembly deputies;

+ Directing functional agencies to organize public information dissemination about the constituency meetings of National Assembly deputies; ensuring security, order, and safety for the constituency meetings of National Assembly deputies;

+ In administrative units where no commune-level administration is organized, district-level People’s Committees are responsible for organizing the constituency meetings for National Assembly deputies in the area.

- Commune-level People’s Committees are responsible for:

+ Coordinating with the Standing Committee of the Vietnam Fatherland Front at the commune level and related agencies, organizations, and individuals to organize and implement the constituency meeting plan for National Assembly deputies;

+ Arranging convenient venues for National Assembly deputies to meet constituents; promoting, encouraging constituents in the commune to attend the constituency meetings of National Assembly deputies;

+ Appointing leadership representatives to attend the constituency meetings of National Assembly deputies to consider, resolve, and respond to constituents' recommendations under their jurisdiction;

+ Directing functional agencies to ensure security, order, and safety for the constituency meetings of National Assembly deputies.

Joint Resolution 72/2025/NQLT/UBTVQH15-CP-DCTUBTWMTTQVN takes effect from February 20, 2025, and replaces Joint Resolution 525/2012/NQLT/UBTVQH13-DCTUBTWMTTQVN.
