Amendment to the Regulations on multidimensional poverty standards for the 2022 - 2025 period in Vietnam

The Government of Vietnam promulgated Decree 30/2025/ND-CP dated February 24, 2025, amending Decree 07/2021/ND-CP stipulating the multidimensional poverty standards for the period 2021-2025.

Amendment to the Regulations on multidimensional poverty standards for the 2022 - 2025 period in Vietnam

Decree 30/2025/ND-CP has amended and supplemented certain articles of Decree 07/2021/ND-CP on the multidimensional poverty standards for the 2021 - 2025 period:

* Amendments and supplements to Clause 1 Article 1 are as follows: Decree 07/2021/ND-CP prescribes the criteria for measuring multidimensional poverty; standards for poor households, near-poor households, and households with an average living standard; criteria and process for reviewing and identifying low-income workers under the National Target Program for Sustainable Poverty Reduction 2021 - 2025 and the responsibility to organize poverty reduction activities for the 2021 - 2025 period.

* Amendments and supplements to Point a, Clause 2, Article 1 are as follows: Family households and individuals.

* Amendments and supplements to Points d and dd, Clause 2, Article 3 are as follows:

- Criteria for identifying low-income workers under the National Target Program for Sustainable Poverty Reduction for the 2021 - 2025 period

Low-income workers are those belonging to households (excluding workers from poor or near-poor households):

+ Rural areas: with a per capita monthly income of 2,250,000 VND or less.

+ Urban areas: with a per capita monthly income of 3,000,000 VND or less.

- Standards for poor households, near-poor households, households with an average living standard, and criteria for identifying low-income workers under the National Target Program for Sustainable Poverty Reduction for the 2021 - 2025 period as stipulated in Clause 2, Article 3 of Decree 07/2021/ND-CP (amended by Decree 30/2025/ND-CP) serve as the basis for measuring and monitoring income and basic social service deficiencies of the population; provide the foundation for identifying beneficiaries of poverty reduction and social welfare policies, as well as formulating other socio-economic policies for the 2022 - 2025 period.

* Addition of Point dd, Clause 7, Article 4 as follows:

Organize the review and identification of low-income workers based on the process of determining households engaged in agriculture, forestry, fishery, and salt production with an average living standard for the period 2022 - 2025; the application form for identifying low-income workers according to Form No. 01, and the decision recognizing the list of low-income workers in the area according to Form No. 02, as stipulated in the Appendix issued with Decree 30/2025/ND-CP; organize the implementation of vocational training support from the National Target Program for Sustainable Poverty Reduction 2021 - 2025 within the central and local budgetary allocations, ensuring targets are met efficiently, economically, and effectively as per regulations.

Decree 30/2025/ND-CP becomes effective on February 24, 2025.
