On September 5, 2018, the Ministry of Science and Technology issued Circular 13/2018/TT-BKHCN amending and supplementing Joint Circular 13/2014/TTLT-BKHCN-BYT stipulating regulations on ensuring radiation safety in healthcare.
The use of employees to perform radiation work is amended by Circular 13 as follows:
- Medical facilities are responsible for arranging female medical radiation staff to perform non-radiation-related work during pregnancy or while nursing a child under 12 months old.- Medical facilities must not employ individuals under 18 years of age to operate radiation equipment, work with radioactive sources, care for patients treated with radioactive isotopes, or work in areas with potential exposure to radiation exceeding 1 mSv/year or in areas with a risk of radioactive contamination.- Medical facilities with apprentices, trainees, or students operating radiation equipment, working with radioactive sources, caring for patients treated with radioactive sources or radiopharmaceuticals, working in areas with potential exposure to radiation exceeding 1 mSv/year, or in areas with a risk of radioactive contamination are responsible for:- Organizing training for the aforementioned individuals on basic radiation safety requirements, internal rules, and radiation safety regulations of the facility;- Arranging professional staff to guide, monitor, and supervise during the working process;- Implementing dose control measures to ensure that the radiation dose of these individuals does not exceed the dose limit.
Circular 13/2018/TT-BKHCN comes into effect on November 1, 2018.
