All Policies and Benefits for Citizens after Discharge from Military Service

Military service is a glorious and sacred duty of citizens serving in the People's Army. Our State has many policies and measures for non-commissioned officers, enlisted soldiers on active duty, including those who have completed their military service. Below are the policies and measures for citizens after discharge.

Non-commissioned officers and soldiers shall be discharged after completing their period of active service as regulated. Upon discharge, non-commissioned officers and soldiers are entitled to benefits such as transport fare subsidies, travel allowances, discharge allowances; job creation subsidies, and resolution of social insurance benefits as per the Social Insurance Law...

One-time discharge allowance: For each year of service in the military, they receive an allowance equivalent to 02 months’ statutory pay rate

Non-commissioned officers and soldiers are entitled to: Transport fare; travel allowances; and discharge allowances. In addition to the one-time social insurance benefits received according to the social insurance law, upon discharge, non-commissioned officers and soldiers receive a one-time discharge allowance equivalent to 02 months' statutory pay rate for each year of service in the military, as regulated at the time of discharge. For incomplete months, the calculation is as follows:

- Less than 01 month: no discharge allowance; from 01 month to 06 months: an allowance equivalent to 01 month’s statutory pay rate;- From over 06 months to 12 months: an allowance equivalent to 02 months’ statutory pay rate.

Non-commissioned officers and soldiers who serve at least 30 months on active duty receive an additional allowance equivalent to 02 months of their current military rank allowance upon discharge; for those discharged before 30 months, they receive an additional allowance of 01 month’s current military rank allowance for the service period from the 25th month to less than 30 months.

Upon discharge, non-commissioned officers and soldiers are provided with a farewell meeting organized by the unit directly managing them, with an expenditure of 50,000 VND/person; the unit also arranges for their return to their local residence as regulated or provides transport fare (common class) and travel allowances from the unit to their residence.

Job creation subsidy equivalent to 06 months' statutory pay rate

Non-commissioned officers and soldiers who complete their active service obligations as per the Military Service Law receive a job creation subsidy equivalent to 06 months' statutory pay rate according to the Government of Vietnam at the time of discharge.

Training, vocational education, and job placement upon discharge

- Those who are studying or have received admission notices to vocational education institutions or higher education institutions before enlisting are entitled to reserve their results and will be admitted to those institutions upon discharge.

Non-commissioned officers and soldiers who complete their active service obligations and, upon discharge, wish to receive vocational training and meet the eligibility for vocational training support will receive such support as stipulated in Decree 61/2015/ND-CP.

- Those who were employed at state agencies, political organizations, or socio-political organizations before enlisting must be reaccepted, provided a job, and ensured to have an income not lower than before enlisting when discharged;

If those agencies or organizations are dissolved, the directly superior agency or organization is responsible for arranging a suitable job. If the directly superior agency or organization is also dissolved or does not exist, the Department of Labor, Invalids and Social Affairs is responsible for taking the lead and cooperating with the relevant state agencies at the same level to resolve employment.

- Those who were employed at economic organizations before enlisting must be reaccepted, provided a job, and ensured a salary commensurate with the job position and salary before enlisting upon discharge;

If the economic organization ceases operation, dissolves, or goes bankrupt, the policies for non-commissioned officers and soldiers upon discharge are handled the same as for workers of that economic organization according to current social insurance laws; the local Social Insurance agency where the economic organization pays social insurance is responsible for settling social insurance benefits according to current regulations.

- Non-commissioned officers and soldiers are employed at state agencies, organizations, and economic bases of all economic sectors are to be paid according to the job they undertake, their active service time is counted as work period, and they are entitled to benefits according to current regulations for officials and public employees and workers of that economic base.

Additional examination points in recruitment of officials after completing military service

Non-commissioned officers and soldiers discharged after completing their active service duration, when the general mobilization or partial mobilization order is revoked and they return to their local residence, are given preference by local government levels, agencies, and organizations in:

- Job placement priority;- Additional points in the entrance exams and recruitment of officials and public employees;- Receiving 100% salary and allowances of the recruitment rank corresponding to the training level during the probation period.
