Circular 48/2022/TT-BCA regulating regulations on compulsory educational establishments in Vietnam was issued by the Minister of Public Security on November 7, 2022.

19 acts are strictly prohibited in compulsory educational establishments in Vietnam

According to Article 2 of the Rules of compulsory educational establishments attached to Circular 48/2022/TT-BCA, prohibited behaviors in compulsory educational establishments include:

- Oppose, obstruct, or not comply with the orders and instructions of reformatory school officials and teachers.

- Declare false or misleading statements; conceal your own violations or those of other students.

- Run away, organizing, helping other students run away in any form, or luring or forcing other students to run away.

- Write, drawing, hanging, pasting pictures, spitting, throwing trash indiscriminately, and other acts that cause unsanitary conditions.

- Get tattoos, wear objects on your body or someone else's body, dye your hair a different color black, keep your fingernails and toenails long, and paint your toenails and fingernails.

- Possess and use alcohol, beer, cigarettes, electronic cigarettes, pipe tobacco, drugs, and other stimulants; weapons, poisons, explosives, chemicals, radioactive substances, flammable substances, and objects that can cause harm to yourself and others; all kinds of machinery and information and communication equipment; pictures, books, newspapers, documents, films, tapes, discs, and electronic memory cards with unhealthy content.

- Connect and distributing illegal information and images outside or on the Internet or media.

- Commit evangelism, worship, divination, propaganda, manipulation,forcing other students to participate in superstitious activities, perform superstitious acts, or create or join illegal associations and groups.

- Gamble, organizing gambling in any form between students and others.

- Threaten, beat, and violate the health and honor of students and others; trespassing on the property of the reformatory and other students; self-destruction; sexual relations; and other unhealthy relationships between students with each other or with other people.

- Buy, sell, exchange, borrow, give, or receive anything between students and others (except with the consent of responsible officials).

- Have an uncultured attitude, speech, and behavior when communicating.

- Oppose, being lazy, evading or obstructing study, work, vocational training, hiring, or forcing other students to serve or do the work of oneself or another student in any form.

- Arbitrarily party, eating, lighting fires, cooking in rooms, boarding areas, places of study, work, vocational training, clinics, and collective living places.

- Arbitrarily contact outsiders without the consent of the principal of the reformatory.

- Arbitrarily keep assets and documents at the reformatory, such as: Gold, silver, jewelry, foreign currency, Vietnamese currency, stocks, bills, bonds, electronic payment cards, watches, machinery, equipment, ID cards, passports, diplomas, certificates, other valuable papers, unused clothes, and personal belongings that must be deposited.

- Arbitrarily leave the position of study, work, vocational training, room, or place of living.

- Arbitrarily bring working tools or vocational training into dining, living, and living areas, moving machinery, supplies, raw materials, products or other assets from designated places.
