According to the Draft Law on ensuring road traffic order and safety of Vietnam, cases in which the registration and license plate of motor vehicles must be revoked (except for the license plate of the winning car) include:

1. Damaged motor vehicles are unusable or destroyed due to objective reasons.

2. Motor vehicles remove the engine and frame to replace other vehicles.

3. Motor vehicles temporarily imported by foreign agencies, organizations or individuals are re-exported or transferred in Vietnam.

4. Motor vehicles are exempt from import tax and are now transferred for other purposes.

5. Motor vehicles registered in special economic-commercial zones or international border-gate economic zones according to the Government's regulations upon re-export or transfer into Vietnam.

6. If a motor vehicle is stolen or misappropriated and cannot be found, the vehicle owner requests the revocation of the vehicle registration certificate.

7. Motor vehicle expiration date; the vehicle is not allowed to circulate in accordance with the law; the vehicle has the conclusion of the competent authority that the engine number, chassis number, or engine number or chassis number have been cut, welded or chiseled.

8. Motor vehicles subject to title transfer or ownership transfer.

9. Registered motor vehicle but detecting fake vehicle records or improperly issued license plates.
