Vietnam: Guidelines for issuance, re-issuance, renewal and revocation of driving licenses according to the new Draft Law

According to the Draft Law on ensuring road traffic order and safety of Vietnam, test takers, if they pass the test, are granted a driver's license of the correct category that has been tested. Issue, re-issue, renew and revoke driving licenses when participating in traffic in the following cases:

1. The driving license is renewed in the following cases: Driving license is damaged; Driving license with incorrect information on the driving license; When there is a change in personal information on the driving license (if required); Driving license of foreigners lawfully residing in Vietnam, issued by a foreign competent authority, still valid for use, and wishing to change to a corresponding Vietnamese driving license; Driving license issued by the Ministry of National Defense or the Ministry of Public Security that the driver no longer serves in the force needs to change the driver's license.

2. The driving license is re-issued in the following cases: The driving license has expired; Driving license lost.’

3. The driving license is revoked in the following cases: Driver license holders do not meet the health conditions as prescribed for the vehicle class they are allowed to drive; Committing deceitful acts in the process of changing, re-issuing or renewing a driving license; Using a driving license not issued by a competent authority.
