07 Steps to be Followed When Conducting Forest Inventory

This is the content guided in Circular 33/2018/TT-BNNPTNT issued by the Ministry of Agriculture and Rural Development on November 16, 2018.

Circular 33 stipulates that forest inventory should be conducted according to the following process:

- The General Department of Forestry provides the most recent nationwide forest survey information to localities for the purpose of conducting forest inventory.

- The Department of Agriculture and Rural Development guides forest owners in implementing the forest inventory within the province.

- Professional forestry agencies perform technical tasks, including:

- Overlaying the current forest status map of the commune, and the land allocation map on satellite images to create maps for the forest inventory;- Specifically identifying the positions and boundaries of forest owners on maps for the forest inventory;- Handing over the results according to regulations to the forest owners.

- Forest owners inspect the forest status at the time of inventory and fill in the information.

- The District Forest Protection Unit cooperates with forest owners, local authorities, and professional forestry agencies to perform the following tasks:

- Field check to correct the positions, boundaries, and other information of the inventory plots if necessary;- Correct attribute information for each inventory plot on the digital map in case of changes;- Compile and finalize the commune-level forest inventory map, and prepare forest management records according to regulations.

- The commune-level and district-level People’s Committees confirm the forest inventory maps and forest management records of the corresponding administrative levels, and send them to the provincial Forest Protection Sub-Department.

- Finally, the provincial Forest Protection Sub-Department cooperates with professional agencies to perform the following tasks:

- Merge the forest inventory result maps of smaller administrative units into larger administrative unit maps;- Create a summary table of forest inventory results according to administrative levels;- Prepare the provincial-level forest management records.
