07 Principles of Investment of the Information Technology Target Program

On December 28, 2018, the Ministry of Information and Communications issued Circular 23/2018/TT-BTTTT providing guidance on the implementation of the Information Technology Target Program for the 2016-2020 period.

According to Circular 23, investment in the Information Technology Target Program must be based on the following principles:

- Ensure the correct implementation of the goals, scope, and priority investment content of the Program.- Comply with the relevant regulations and guidelines of the competent state authorities in the field of information technology.- Maximize the use of existing information technology infrastructure and databases that have been previously invested in, avoiding overlapping, duplication, and spreading out investments.- Be consistent with the strategies, planning, programs, and development plans of sectors, fields, and localities; ensure economic and social effectiveness.- Clearly define the responsibilities of coordination between the Program management agency and the ministries, ministerial-level agencies, provinces, and centrally-run cities participating in the Program.- Manage and use funds to ensure the achievement of the Program’s objectives and tasks; do not allocate Program funds to other tasks.- In addition to the central budget funds for implementing the Program, funds may also be allocated for the Program according to Clause 7 and Clause 8, Article 1 of Decision 153/QD-TTg.
