To be specific, in Article 11 of Circular 53/2012/TT-BGDDT, it is stipulated that the electronic portal is where educational management agencies and educational institutions publicly, fully, accurately, and promptly disclose their information through the Internet environment. The information on the electronic portal of the educational management agencies and educational institutions has legal value.

The electronic portal of the educational management agencies and educational institutions is an important criterion to self-demonstrate capacity, responsibility, and transparency of information to society, and must bear legal responsibility before the law. It builds an online relationship between educational management agencies and educational institutions with domestic and international organizations and individuals according to legal regulations.

At the same time, the electronic portal is a place that integrates educational management information systems and provides public administrative services of the e-government model.

Note: 07 basic requirements for the electronic portal include:

  1. Ensuring convenient access for organizations and individuals.
  2. Supporting organizations and individuals to access and use forms on the electronic portal.
  3. Ensuring accuracy and consistency of information content on the electronic portal.
  4. Regularly and promptly updating information on the electronic portal.
  5. Implementing the provisions of the law on state secret protection.
  6. Providing free information on the electronic portal.
  7. Integrating the educational management information system and online school management.
