Recently, the Minister of Labor, Invalids, and Social Affairs signed and issued Circular 03/2013/TT-BLDTBXH stipulating the work of protecting state secrets in the Labor, Invalids, and Social Affairs sector.
According to the current legal regulations, state secrets in the Labor - Invalids and Social Affairs (LD-TBXH) sector include: information, documents, and items containing state secrets that, if disclosed, would pose a danger to the Socialist Republic of Vietnam. These are defined in the List of Absolutely Secret, Top Secret, and Confidential state secrets of the LD-TBXH sector and documents marked with different levels of confidentiality from central and local authorities sent to the LD-TBXH sector, restricted areas, and prohibited locations within the scope of state secrets in the Ministry, Departments, Offices of LD-TBXH.

Article 5 of Circular 03/2013/TT-BLDTBXH, issued by the Ministry of LD-TBXH, prescribes the prohibition of the following four acts in the work of protecting state secrets in the Labor - Invalids and Social Affairs sector:
- Any act of collecting, disclosing, losing, appropriating, trading, or illegally destroying documents and items containing state secrets in the LD-TBXH sector.- Authorities, organizations, and individuals providing state secret documents in the LD-TBXH sector to press agencies, publishers, or mass media both within and outside the country without or before obtaining permission from authorized persons.- Authorities, organizations, and individuals independently researching, manufacturing, and using codes to conduct activities infringing on national security and other actions violating regulations on the protection of state secrets in the LD-TBXH sector.- Exploiting state secrets in the LD-TBXH sector to commit legal violations.
Also according to Circular 03, officials and public employees, workers engaged in state secret work in the LD-TBXH sector must have good qualities, a sense of responsibility, discipline, alertness in preserving state secrets; professional skills and competence to fulfill assigned tasks and must commit to protecting state secrets in writing.
