This is the notable content issued by the Ministry of Home Affairs in Circular 10/2019/TT-BNV guiding the salary arrangement for specialized clerical official ranks.
According to the provisions of Article 4 of Circular 10/2019/TT-BNV, the head of the managing agency has responsibilities to perform the following three tasks when arranging salaries for the official ranks of the clerical specialty:

- Direct agencies and organizations within the management scope to implement the appointment and salary arrangement for clerical specialty officials in conformity with this Circular.- Decide or decentralize, authorize the appointment and salary arrangement for officials into the ranks of clerical specialty as specified in this Circular;- Resolve according to their authority any issues arising during the appointment and salary arrangement for clerical specialty officials under their management.
Additionally, the responsibilities of individuals and related organizations in the salary arrangement for the clerical specialty officials are also stipulated in Circular 10/2019/TT-BNV as follows:
- The head of the official-using agency is responsible for reviewing the job positions of their agency, organization, making a list of clerical specialty officials under their management, and submitting it to the competent authority for consideration and decision on appointment and salary arrangement or deciding on appointment and salary arrangement according to decentralized authorization.- Public service providers, socio-political professional organizations, social organizations, and socio-professional organizations currently applying the provisions of Circular 14/2014/TT-BNV to recruit, use, and manage clerical workers can apply the provisions of this Circular to arrange salaries for clerical workers.
