This is the significant content stipulated in Circular 20/2019/TT-BCT issued by the Ministry of Industry and Trade regarding internal inspections of law compliance in the official activities of the Market Management force.
Inspection and handling of internal inspection results regarding law compliance in public service activities of the Market Management force (hereinafter referred to as internal inspection) shall be conducted periodically according to the annual plan approved by the Director General of the General Department of Market Management (hereinafter referred to as the Director General), the Heads of Market Management Departments of provinces, inter-provinces, centrally-run cities, and the Head of the Market Management Profession Department (hereinafter referred to as the Head).

Article 5 of Circular 20/2019/TT-BCT regulates that unexpected internal inspections shall be carried out in the following cases:
- When there is a written request for internal inspection from a higher authority with jurisdiction;- Upon receiving information, documents, evidence of signs of violations by an official or Market Management authority and having grounds to verify and clarify;- When conducting quick inspections on discipline, administrative order, or law compliance by the Market Management force at the place where the inspection is being conducted, by applying preventive measures and ensuring the handling of administrative violations (hereinafter referred to as quick inspections).
The content of internal inspection includes:
- Inspecting the organization and execution of public service activities according to the assigned functions, tasks, or as directed by a higher-level state management authority with jurisdiction;- Inspecting the implementation of legal provisions regarding the management, use of Market Management inspection cards; number, emblems, insignias, flags, ranks, uniforms of the Market Management force; forms, decisions; management, use of facilities, equipment, and other public assets at the Market Management authority;- Inspecting the implementation of legal provisions regarding specialized inspections, inspections, handling of administrative violations, and professional measures of the Market Management force;- Inspecting compliance with legal regulations on citizen reception, complaint resolution, and denunciation related to the public service activities of officials, Market Management authorities;- Inspecting discipline, administrative order compliance of officials, Market Management authorities;- Inspecting other public service activities of officials, Market Management authorities as prescribed by law.
Based on managerial requirements, plans, and internal inspection forms, the person with jurisdiction stipulated in Article 7 of this Circular may decide to inspect one or multiple contents as mentioned above.
